Armenian Prosecutor General`s Office provided explanations on the  case of the murder of a 57-year-old resident of Gyumri

ArmInfo. The Prosecutor  General's Office of Armenia made an explanation regarding the  initiation of a criminal case on the death of a 57-year-old resident  of Gyumri.

As noted in the report of the supervisory authority, a criminal case was initiated on December 2 on the death of Juliet Ghukasyan on the grounds of p. 14, part 2, article 112 of the Criminal Code (Intentional infliction of serious bodily harm  resulting in the victim's negligence, punished by imprisonment up to  ten years - Ed.), urgent investigative actions were carried out,  Armenian citizens and employees of the 102nd base were questioned,  expert examinations were appointed.

According to the expert opinion received on December 10, sufficient  evidence was received that a soldier of the Russian base, A.R. On  December 11, A.R., who was currently at the base, was detained by the  investigator of the Investigative Committee and the representative of  the competent authority of the Russian Federation, in accordance with  the procedure established by Article 8 of the Agreement between the  Russian Federation and Armenia on the jurisdiction of cases involving  the presence of the Russian military base in Armenia and mutual legal  assistance. " 

This article establishes the following: the competent authorities of  the RA for mandated RA on the territory of the Russian base in the  event of a court, operational search, investigative or other actions  are carried out by the competent authorities of Armenia together with  the competent authorities of the Russian Federation or the competent  authorities of the Russian Federation if there is a written request  from the Armenian side , if their conduct does not contradict the  legislation of the Russian Federation."After the arrest, A.R. could  not be moved anywhere from the base to the appropriate institution of  Armenia, as it contradicts the legislation of the Russian Federation.  A.R. is charged under paragraph 14, paragraph 2 of Article 112 of the  Criminal Code. the jurisdiction of Shirak region decided to elect  arrest as a measure of restraint>, - said in a statement.

The RA court decision on arrest is being carried out on the territory  of the 102nd base. Investigator SK conducts all necessary  investigative measures with the participation of the accused. The  investigation is conducted by the competent authorities of Armenia,  in accordance with the RA Code of Criminal Procedure and Article 4 of  the Agreement. The latter, in particular, establishes that the  legislation of Armenia and its competent authorities are in force in  relation to the employees of the base or their family members who  have committed a crime in Armenia.As part of the preliminary  investigation, all necessary steps have been taken and are being  taken to conduct a full, objective, comprehensive investigation, to  impart a legal assessment of the actions of the perpetrators and to  ensure the inevitability of responsibility.Note that on December 3 in  the city of Gyumri a criminal case was initiated into the murder of  the 57-year-old cleaner. The woman died as a result of the resulting  grievous bodily harm. On December 11, the Prosecutor General's Office  of Armenia reported that a soldier of the 102nd Russian military base  stationed in Gyumri was arrested on suspicion of causing serious  bodily injuries resulting in death. In connection with this, the  Russian Embassy in Armenia issued a statement urging not to  politicize the issue, since after the incident opinions began to  sound about the need to withdraw the Russian military base from  Armenia. Today, in an interview with journalists and. Prime Minister  of Armenia Nikol Pashinyan said that it is impossible to politicize  the criminal case against a soldier of the 102nd Russian base.  According to him, it is also impossible to draw parallels between  what happened on December 2 in Gyumri, where a 57- year-old woman was  killed, and the shooting of the Avetisyan family in 2015 in the same  Gyumri.
