Artak Zeynalyan: We need more than the amount allocated by the  government

I would like to note that this year the Ministry of Justice will be allocated 1  billion 230 million drams The Acting Minister of Justice Artak  Zeynalyan said in an interview with journalists on November 3.  Justice, commenting on the budget envisaged for the ministry he  heads.

He noted that it would be necessary to distribute the amount in such  a way that the budget did not decrease, but grow, and so that it  would not have to go into debt. Zeynalyan stressed that at the  moment, at least 2 of the penitentiary facilities need to be replaced  - the "Nubarashen" and "Goris" penitentiaries. According to the  Acting Minister of Justice a draft decision on the allocation of  funds from the reserve fund is currently being discussed in the  government. "We will look for funds to carry out repair work in these  penitentiaries.  We also planned to allocate 1 billion drams for the  construction of a new penitentiary. In general, it is planned to  spend 4.9 billion drams to replace Goris penitentiary, however the  project has not been approved yet because of lack of funds ",  Zeynalyan said.

He also noted that if the Ministry manages to save money, they will  be sent for overhaul at the penitentiary facility. Also the Acting  Minister of Justice remarked that a draft should be elaborated more  closely related to the provision of special bracelets to prisoners so  that they could serve their sentences in freedom.

When asked if he is not afraid, that after the amnesty, the crime  rate in the country will rise, the latter stated: Not necessarily.  There were similar analyzes, and such statics, and there were also  examples, when after the amnesty the crime rate rose. It is also not  excluded that it will rise in Armenia, but this is not necessarily.  Perhaps it will remain on the same level, "Zeynalyan stressed.
