In this context, he recalled that in 2009 the Zurich Protocols were signed, implying the normalization of relations between Yerevan and Ankara without preconditions, but the document was never ratified and denounced by Armenia. "The question is that Turkey connects the opening of the border with the settlement of the Karabakh conflict, believing that only after the settlement of this conflict can this border be opened. But we believe that this is a policy of diplomatic pressure, these two issues are in no way connected, because it changes the architecture the whole region ", said the ambassador.
At the same time, Toghanyan expressed the conviction that sooner or later in Turkey they will understand that good neighborliness and good relations with Armenia are solely in its interests.
