The Parliamentary Commission on State and Legal Issues and Human Rights approved a package of draft laws, including the draft law on amending and supplementing the Electoral Code of Armenia, the Law on Referendum, amendments to the Code on Administrative Offenses, and amendments to the Law on Defense.
Acting Justice Minister of Armenia Artak Zeynalyan stated that the amendments to the Electoral Code stem from the demands that were formed during the revolutionary events of April-May of the current year. According to him, their goal is to simplify the Electoral Code as much as possible, leaving only a closed proportional electoral system, excluding voting on territorial lists of candidates for deputies. And to ensure pluralism, the barrier to passing to parliament is lowered. "Thus, in order to get into the parliament, it will be enough for parties to get 4% of votes instead of 5%, and 6% instead of 7% for political blocs," Zeynalyan explained.
