ArmInfo. MPs of the National Assembly of Armenia at the October 3 meeting in the second and final reading amended the Law on the Audit Chamber.
According to the main reporter, MP of the National Assembly of Armenia from the Armenian Republican Party Gagik Minasyan, the draft relates to the current conclusions, which are presented by the Audit Chamber. "In modern democratic countries, cooperation between the parliament and the Chamber of Auditors has an important, essential significance for these two independent bodies. Such a cooperation makes large-scale work done by the chamber public, and it gives parliament the opportunity to objectively carry out one of its most important functions, namely control function", the MP said. Gagik Minasyan noted that there are new proposals aimed at enriching this legislative initiative. "I would like to note that in world practice, the commission of the parliament, which cooperates with the Chamber of Auditors, traditionally signs a memorandum on the terms the Chamber should present the current conclusions.
An attempt was made to follow this practice, however in our opinion, signing of a memorandum limits independence of the Chamber, since parliament also becomes a participant in this process. We consider that the Chamber of Auditors should be completely independent, and there should not be even such a small interference from parliament. For this reason, we suggest that during the first three working days of each quarter, the chairman of the Audit Chamber sent a list of scheduled conclusions to the parliament ", the MP said
