It is a complement to the Northern Dimension and the Mediterranean Union as a basis for discussions on visa agreements, free trade agreements and strategic partnership with the Eastern neighbors, replacing the discussions on the expansion of the European Union and the accession of these states. The "Eastern Partnership" includes Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus. Since the Eastern Partnership does not have its own secretariat, it is controlled directly by the European Commission.
