ArmInfo.The head of the Central Election Commission of Armenia Tigran Mukuchyan reported to the National Assembly for the work done by the CEC in 2017.
The report consists of 89 pages, which also reflects the process of organizing and holding parliamentary elections, elections to the Council of Elders of Yerevan, as well as local elections. According to Mukuchyan, all these elections were organized in a transparent manner, in accordance with the law and passed in a peaceful atmosphere. What helped in many respects the video cameras installed at the polling stations.
He said that about 29,000 local and foreign observers watched the parliamentary elections in 2017, the candidates as a whole had about 23,000 proxies, and the electoral process was covered by 1,244 media representatives. During the Yerevan elections, 1,600 trustees, 4,200 local and foreign observers were registered, followed by 654 media representatives.
According to him, out of 309 candidates to the Council of Elders of Yerevan, only 1 was registered, and out of 1,538 candidates for deputies only 2 because of the inconsistency of the submitted documents with the requirements of the law.
During the parliamentary elections, 4 statements were received on the recount of votes in 12 polling stations, during the Yerevan elections, 2 applications were received. Applications for the annulment of election results were not received at all.
In the magazines of the district election commissions 562 records were left during the parliamentary elections and 474 during the Yerevan elections.
Mukuchyan noted that at the request of the new IC after the elections, lists of voted citizens were made public. As the electronic system showed, 76 thousand 324 citizens viewed these lists after the election, 250 thousand pages were viewed as a whole. "I should note that not a single complaint from citizens that someone voted in their place was received by the CEC," Mukuchian said.
After the parliamentary elections, the CEC received 66 complaints, in territorial election commissions 324 from three monitoring organizations. During the Yerevan elections, the CEC received 5 complaints from 1 observer organization.
Mukuchian also stressed that the CEC and the authorized bodies considered the media publications on violations as a statement, and studied all these cases. Summing up, Mukuchian stressed that there was not a single case of double voting during the elections, and progress in organizing electoral processes in person.
Despite Mukuchyan's claims that the elections were unprecedented, the deputies from Tsarukyan and Yelk Blocs considered that they did not reflect the will of the people, since the rating system of voting prevented this. "The rating system of voting, in fact, brought the political struggle to a minimum, the struggle of money and resources has developed, I propose to review and abolish this election system," Naira Zohrabyan, the bloc's secretary said.
And Secretary of the Yelk bloc Edmond Marukyan proposed to develop mechanisms to prevent any possibility of distributing electoral bribes. Otherwise, do not expect any changes.
