ArmInfo. The consistent and open policy of Armenia on the development of the system of relations with all the centers of the "polycentric world" gives its results. Just a few weeks ago at the Munich Conference on Security, during the meeting on the issues of relations between Europe and Russia, all speakers - both from Russia and European structures - cited the example of Armenia as the country that most effectively combined its interaction formats. Armenian Defense Minister Vigen Sargsyan stated this during his speech at the 7th Moscow Conference on Security Issues.
According to the press service of the Armenian Defense Ministry, in his speech the head of the department, in particular, noted that this year the conference is held in the conditions of heightened tension in international relations, and the topic of the next meeting - Global Security in a Polycentric World - is especially relevant. "The urgency of the topic is evident already in the fact that every word, every term in the title of our meeting bears the imprint of a transformation, a profound modification," Vigen Sargsyan said.
As the minister noted, the word "global", once meant "universal, universal, universal" - is now easily applied to any particular phenomenon or process of a regional level that is directly displayed on the world stage. In recent years, the number of events claiming a "global" scale has increased significantly, the number of local and regional processes affecting the development, adoption and implementation of "global" solutions has dramatically increased. The second transforming concept, according to the minister, is "security." "The level of what we all used to measure the mobilization resource, the quality and quantity of weapons and ammunition, the reliability first of the fortress walls, and after - the restraining weapons of strategic purpose, in a moment turned into something unmeasurable due to its multifactority, unpredictability and interdependence," he .. The concept of polycentricity of the world is being transformed. "By the way, this is obviously because the word" multipolarity "is much more familiar to such forums, I think that this is not accidental, since the notion of multipolarity in itself implies antagonism, since poles are angular by definition: in geography, it is north / south, in mathematics and in physics-plus / minus. "Multipolarity presupposes the existence of finite, opposite points of one axis," Sargsyan said. In general, the very expression "multipolarity", as the head of the Defense Ministry noted, is an alogism, since it is a contrived modification of the concept of a "bipolar" world, that is, a world on the axes of which two antipodes are located. "Multipolarity" also implies the presence of several "axes", which, according to the minister, obviously does not reflect the realities of the world order of the •• and the beginning of the XXI century. "Polycentricity from multipolarity is distinguished both by the presence of more than two centers of influence, and by the obvious replacement of the concept of" axis "by a network structure. We all remember the extremely fashionable concept of" The End of History "by Francis Fukuyama, based on the theory of the exhaustion of the international agenda by virtue of the end ideological confrontation. So, another peculiarity of "polycentricity" is that the agenda of the newest world history turned out to be much broader than the ideological confrontation between the West and the East, "he said. but MO. In the "polycentricity", the main burden, as the minister noted, lies not only in the calculation of the exact influence of each of the global actors within a single "network", but rather in the number of network structures in which each of them has the N-th number interrelations and the corresponding level of resources and influence. Thus, the transformation of the concepts <global> and <security> radically changes the structure of the relationships of players at all levels, he noted. In this case, the very concept of "polycentricity" excludes the possibility of the victory of any of the actors, regardless of its capabilities and resources, in a game with zero result. With increasing diversity of interaction themes, expansion of the core players, information exchange and decision-making, the broad international community - that is, all of its players - from states to civil society institutions, from the press to corporations, from world religions to informal associations, in the most positive sense of the word, to a constant process of interaction with small, medium and large results that not only do not exclude, but also presuppose the progress and strengthening of all other games shackles. The first impression is that with such a world order, as Sargsyan pointed out, the countries with the lowest specific gravity (by population, territory, resources) should be the most difficult. "Moreover, the transition from bipolarity to polycentricity is perhaps the main guarantee for the strengthening and dynamic development of the global community, while not only large but also much more modest players are opening up broad opportunities for growth and dynamic development, "the minister said. In substantiating his words, the head of the defense department cited three main arguments. First of all, as Vigen Sargsyan believes, "polycentricity" sharply reduces the prospects of the game with zero result. "The worst thing about a game with this result is that the winnings always go to just one of the actors, and not only the loser, but all the others are left with nothing, at zero.In the" polycentric "world, everything, albeit to varying degrees, can receive mutual benefit in most transactions, "he said. According to him, "polycentricity" does not imply a division into a black and white world, and close interaction in one of the networks of polycentric transactions does not exclude the same close interaction in another network between the same or other groups of actors. This leaves open the ways of communication and dialogue, forming a lot of "comfort zones" for all participants of the international community. And, finally, "polycentricity" does not make the process hostage to the goal. Polycentricity involves the process of mutual enrichment through exchange - information, skills, resources. As the head of the Defense Ministry stated, Armenia is a clear example of the wide possibilities of polycentric peace. "From the very first days of independence, we often heard that we should make a geopolitical choice on the principle of" either. "Our local and international experts wrote about this, representatives of various factions of our parliament regularly spoke about this, They tried to collect dividends themselves at the expense of demonstrative hatred of this or that center of power, we always proceeded from the fact that the position of the country in relation to one or another process, and, especially, in relations with other countries countries, should be based on deep mutual respect, awe-inspiring attitude to the common, common history and the value system around which politics are built, and this, first of all, concerns the problems of security, "the minister said. At the same time, Sargsyan said, undoubtedly, Armenia is making serious efforts to ensure that both for our friends and allies, and first of all for our strategic ally Russia and our partners, it was obvious that our policy is not being built up in the zone of manipulating the opposition of regional and global players, but at the junction of their interests. "Everywhere there are well-wishers who through lobbyists, the media, research centers want to represent Armenia to the West as a puppet state under Russia's control, and the same Armenia to Russia as a defector trying to sit on two chairs," the minister said. one of the founding countries of the CSTO, Armenia considers this organization and bilateral interaction with Russia as the main external element of ensuring its security, he said. "We will continue to do everything to increase the capabilities of the Forces Operational and the formation of its peacekeeping potential, "the head of the department said, while Armenia effectively cooperates with the North Atlantic alliance within the framework of the individual partnership program. The Armenian peacekeepers, in addition to participating in the UN peacekeeping missions in Lebanon and in Mali, participate in the sanctions authorized by the Security Council UN missions to Afghanistan and Kosovo As a member of the Eurasian Economic Union, Armenia signed a comprehensive agreement on cooperation with the European Union. At the same time, Armenia has the most friendly relations with China, with India, with Iran, with Arab countries and with Latin America. "And we do not see any paradox in this, because we are convinced that this is exactly what relations should be in a polycentric world," Vigen Sargsyan said, while Sargsyan said the main rule is the utmost openness and reliability in relations. "The only reason we managed to do it all, is that we always refrained from the temptation to say, conditionally, in Brussels, anything that would have been received there, but what would we not want to be heard in Moscow, and vice versa. We took upon ourselves only those commitments that were determined to fulfill, and fulfilled everything that was promised, "the minister said, however, as Sarkisian noted, Armenia received a corresponding return from our partners." I do not remember a single incident, when the Russian side at the state level even hinted at trying to question our relations with the US, European countries and organizations. Likewise, I never saw the US and European colleagues misunderstanding our position on the issues of relations with Russia, "he said, stressing that it was precisely thanks to the counterbalances of the bipolar world that the global catastrophe was avoided. , in the conditions of radicalization of threats to state, regional and global security, in the conditions of the complete substitution of concepts "can / not" by the concepts "I can not", it would be naive to count on the adequacy of mechanisms and the world law dock, which formed at the beginning of the last century. "The main question is - will a new global shock, comparable in scale with the Second World War, be necessary to formulate a new, time-appropriate response? I hope not, and I am convinced that communication in the format of this conference, other similar forums bring us closer to finding an answer to this important question, "Vigen Sargsyan summed up.
