On March 15, the Cabinet approved a draft decision on the reorganization of ARMATS and Zvartnots Aviation Meteorological Center by merger, which would make flights more accessible to airlines.
According to Sergey Avetisyan, Head of the Civil Aviation Department of Armenia (GUMA), presenting the document, maintenance of the air traffic and provision of meteorological data is now carried out by two independent legal entities, which artificially prolongs and loads the chain of services provided to the airlines. Actually, as Avetisyan pointed out, only the CJSC "ARMATS" provides information to the airlines, in connection with which the economic entities are considered as a structure providing unified services. Meanwhile, following the letter of the law, airlines are forced to enter into legal relations with the Zvartnots air meteorological center and pay an additional fee of 30,000 drams. By concentrating the entire chain - the organization of air traffic, communications, navigation, compliance and maintenance, as well as information services for air navigation in one structure, the executive body plans to improve the quality of management of the sphere and its financial effectiveness. The initiative is also designed to ensure the proportional development of shadow funds and the introduction of uniform norms and rules of aviation security.
In addition, according to Sergey Avetisyan, the application of the Single Window principle will lead to a reduction in tariffs for the services provided to the aviation sector, and will also contribute to the creation of prerequisites for the development of small aircraft and the domestic air transportation system. As a result of the merger, as the head of the aviation regulator noted, CJSC "ARMATS" will become de jure and de facto a company providing a full package of services, thereby eliminating the need to pay an additional 30 thousand drams.
It should be recalled that back in September 2017, responding to the question of ArmInfo correspondent, the head of the State Archives Administration Sergey Avetisyan stated that Armenia was developing the concept of revival of small aircraft in the country.
He noted that the complexity of concept preparation lies in the fact that the process of revival of small aircraft will have to start from a very low base, almost from scratch. Therefore, first of all, it will be necessary to approach this process from the point of view of geographical location. "The airport in Gyumri is already functioning, $ 2 million will be invested in it, at the airport in the southeast of the country, in Kapan, construction work has already begun." Tourist demand is for the revival of the airport in the resort Jermuk, which has a middle location, and in the north - in Stepanavane ", stressed Avetisyan.
