ArmInfo. The OSCE will continue to work together actively to resolve the Nagorno-Karabakh conflict. This was announced on February 1 in Moscow at a joint press conference with the OSCE Chairman-in-Office, Italian Foreign Minister Angelino Alfano, Russian Foreign Minister Sergei Lavrov said.
Referring to the issue of increasing the number of representatives of Kasprzyk's office on the contact line, the Russian minister said: "As I understand it, it's not so much about expanding the office of the Personal Representative of the OSCE Representative for the Karabakh settlement, but about increasing the number of observers at the contact line." Lavrov recalled that this story began in early 2010. According to him, there were talks on strengthening confidence-building measures in the conflict zone, but specifically, in April 2016, after a well-known incident on the contact line, the meeting of the Presidents of Armenia and Azerbaijan in Vienna was held with the participation of foreign ministers of the co-chair countries, and in June 2016 the trilateral meeting of the Presidents of Armenia, Azerbaijan and Russia took place in St. Petersburg with the participation of the co-chairs. At the same time, Lavrov added that at this meeting, as a practical step to build confidence, an agreement was reached to add a few people - 6-7 as additional observers on the line of contact. "I believe that now the parties are close to agreeing on specific parameters for the implementation of this agreement, and we expect that the OSCE will be able to operationalize it operatively." I heard such doubts that if we increase the number of observers, if we are trying to consolidate the security conditions on the line of contact, will this not become an occasion for perpetuating this conflict and will it deprive it of an incentive for a political settlement. Perhaps, however, one must proceed from the premise that any settlement processes Any conflict, whether in the Karabakh conflict or in the Donbass, must include parallel movements, synchronized, comprehensive movements, and steps to strengthen security and political settlement, and in any case, the logic according to which the more they shoot, the sooner they agree on an agreement, she probably can not work in real life. "So, I expect that what the Foreign Ministers of Armenia and Azerbaijan agreed upon and that was supported by the OSCE co-chairs will be realized," the Russian Foreign Minister said.
