ArmInfo. The special investigative service opened criminal cases against police officers and the Investigative Committee of Armenia on charges of using official powers against the interests of the investigation, and in falsifying evidence of a serious crime.
According to the SIS press service, during the preliminary investigation it was established that the head of the Criminal Investigation Department of the Stepanavan branch Sargis Grigoryan and the police officer of the same branch Armen Israelyan with the purpose of creating a favorable image of his service and artificially enhancing the image of the Stepanavan police department used their official position against the interests of the investigation. So, in September 2017 Sargis Grigoryan asked a resident of Vanadzor D. Davtyan to help him solve a fabricated crime connected with drug trafficking. According to the agreement reached earlier, D. Davtyan personally purchased a certain amount of cannabis, after which he was allegedly subjected to a drive to the police department of Stepanavan. Then, in the office of Grigoryan, Davtyan handed over the drugs he bought to an investigator of the same unit, Armen Israelyan. Israelyan weighed drugs and, according to Grigoryan's order, D. Davtyan wrapped the drugs in foil and put them in his trouser pocket. After that D. Davtyan was formally subjected to personal searches involving witnesses, during which he had "discovered" drugs. Moreover, Davtyan said that in June 2017, he was allegedly sold to his deceased friend A.Kh. In addition, according to the above scheme, D. Davtyan gave similar testimony to the investigator of the Stepanavan department of the Investigative Committee of the Republic of Armenia. Based on the evidence obtained in this criminal case, the head of the Criminal Investigation Department of Stepanavan Sarkis Grigoryan and Lieutenant Colonel Armen Israelyan were accused of abuse of official position under Article 308 of the RA Criminal Code.
