Serzh Sargsyan: It`s no secret that many heads of communities exceed  their authority and use their position in order to have unclear and  unacceptable incomes

ArmInfo. Strong local self-government and an independent judiciary are probably the most important exams that we pass as a people creating statehood. The future of the country depends on the successful passing of these exams, as Armenian President Serzh Sargsyan stated.

As the President stated, speaking at the final session of the  conference on local self-governance bodies and territorial  administration, Armenia is our state, our cumulative responsibility,  "therefore, there is no need to seek excuses and reasons to blame  others." The concept of democracy, he noted, is meaningless without a  wealthy local government. "We can and must together withstand this  exam, but to be able to do this, we simply have to change our  attitude to our duties," said Serzh Sargsyan.

The head of the republic noted: "It's no secret that many heads of  communities exceed their authorities and use their position in order  to have unclear and unacceptable incomes. Starting from the fact that  by different tricks, alienating the lands belonging to the community  in different ways, that they show dishonest attitude to community  budgets and I will not go into details, because I really hate this  conversation. I just want to say one thing. We have been very lenient  towards the community leaders so far. They were indulgent, because  they believed that they should take place, this institution should  take place, and during this, certain bad manifestations are possible.  I want everyone, I do not frighten anyone, I just want to warn  everyone if someone is doing these things, it's better to let them  work elsewhere. We are ready, I sincerely say, ready to treat you  with all the care, are ready to help whenever possible, whether it is  a personal or community issue. 

But we are not ready to see how some of you carry the money of our  people home. "If you do not say so, I say the following: if in these  new enlarged communities, of course, in the others, too, there will  be such cases, no one expects condescension, does not expect to be  forgiven, especially since Mr. Lokyan already informed me what  opportunities there are in connection with the salary, "he said.As  noted by Serzh Sargsyan, he will be only happy, if the salary of the  heads of the communities is high enough , but this possibility should  be in the framework of the law, and not so that they say: "For 200  thousand drams I will not wander around this village from morning  till night, this community is like their servant." Who does not want  to be a servant, let goes and becomes a master, let him go to another  job, and I beg you, let no one after the New Year, whether the head  of the regional administration, be it a minister or a person close to  me, in such cases not bother about forgiving any head of the  community. Again I repeat: we are ready, if something happened, that  does not depend on us, an accident and so on, are ready to help in  every possible way, but if they maliciously get their hands dirty, we  are not ready to forgive more. You probably hear such words from me  for the first time, but my approach has always been that simple, we  have grown up and we must realize that responsibility exists for  every resident of our community, "concluded Serzh Sargsyan.
