ArmInfo. ArmInfo News Agency received a letter from the member of Yerevan Council of Elders from Yelk oppositional faction Ani Samsonyan, which  tells about another  fact of theft from the capital budget on the example of one of Yerevan public toilets.

As Samsonyan tells, on December 19 2016 Yerevan Mayor's Office signed  agreemenet with Bellis JSC, on allocating funds amounting 920  thousand AMD, according to which the company is obliged to implement  cleaning works in the public toilet, in the center of Yerevan near  Saint Gregory the Illuminator Church by Yervand Qochar street.

The agreement envisaged detailed services that the company undertook  to carry out - from cleaning methods, to the selection of sanitation  and cleaning tools. However, as time showed, all this was negotiated  for nothing. In fact, neither the Yerevan Mayor's office nor Bellis  JSC intended to implement and did not implement its obligations.  Since the signing of the agreement a year has passed, but the public  toilet has become a public garbage dump and has ceased to be suitable  for its original purpose.

After Samsonyan raised the issue before the leadership of the mayor's  office, her request was redirected to the prefecture of the Yerevan  "Center" community, they say, she is the matter. Prefect of the  Center community Ara Sadoyan in response to the request Samsonyan  promised to understand the situation, but after three months the  situation remained unchanged. After the issue was raised again at the  meeting of the Council of Elders of Yerevan, Ara Sadoyan instructed  the employees of the prefecture "Center" to clean and tidy the  territory. And indeed, after 6 days the toilet was cleaned. However,  in this case, the question remains open as to why the money for  cleaning the toilet was transferred to Bellis JSC, if the territory  was finally put in order by the employees of the prefecture Center.

JSC Bellis, according to the description of the services it provides,  is a construction company and does not clean up the territories. No  less remarkable is the fact that the founder of the JSC and the  prefect of the "Center" community Ara Sadoyan are full of grief.  Coincidence?

P.S.: Public toilet, located near the church Grigor Lusavorich, is  one of those two biotoilets that were purchased at the expense of the  state budget of Armenia for 170 thousand dollars each. The second one  is located on the territory of the cable car "Wings of Tatev". It  remains to be hoped that at least the second toilet, purchased for a  budgetary 170 thousand, operates according to its direct purpose.
