On October 27, 1991, the Supreme Council of the Turkmen SSR adopted the constitutional law "On Independence and the Fundamentals of the State System of Turkmenistan." 94% of its residents voted for the independence of the country in a nationwide referendum.
On the "Independence Day of Turkmenistan" there are mass festivities throughout the country. The tradition has already developed, on the eve of the holiday, to award outstanding Turkmen citizens - cultural, art, sports, and political figures. Often, amnesty holidays are declared for people who have once violated the law (mainly on unintentional and minor crimes, as well as women and juvenile convicts). At the central square of Ashgabat, a military parade is held. On 27 and 28 October Turkmenistan is a holiday non- working day.
At the Council of Elders, which was held on October 9-10, 2017, the date of the Independence Day of Turkmenistan was proposed to be postponed to the end of September. In accordance with this proposal, on October 9, 2017, the Constitutional Law of Turkmenistan "On Independence and the Principles of the State Structure" was amended. According to the adopted Constitutional Law of Turkmenistan, the national holiday - the Independence Day of Turkmenistan from 2018 annually will be celebrated on September 27.
