ArmInfo.The Committee of Ministers of the Council of Europe formally notified Azerbaijan of its intention to begin a legal process to enforce the decision of the European Court of Human Rights in the case of political prisoner Ilgar Mammadov.
The CMCE gave Azerbaijan time to implement the ECHR decision by November 29, otherwise the issue will be discussed by the Committee of Ministers on December 5.
The CMCE report, in particular, notes that during the arrest and lengthy detention of opposition member Mamedov, violations of a number of articles of the European Convention on Human Rights were committed. The ECHR stressed that the truth of the purpose of the prosecution and arrest of the oppositionist was an attempt to silence him and punish him for criticizing the Azerbaijani authorities. "Despite our remarks, Mamedov is under arrest for three years," the report reads. In today's resolution the committee provided a chance to Azerbaijan until November 29, to present its opinion in writing. If a decision is not yet taken, the Committee of Ministers will discuss another temporary resolution that will refer the case to the European Court of Human Rights on December 5," the statement said. The leader of the ReAl movement, Ilgar Mammadov, was arrested in connection with the riots in the city of Ismayilli on January 23-24, 2013. Despite arriving in the city after restoring calm, Mammadov was accused of organizing riots, resisting the police and sentenced to 7 years in prison. In May 2014, the ECHR ruled that the arrest and detention of Ilgar Mammadov violated many provisions of the European Convention and demanded his release.
