On the eve of the media reported that in the park adjacent to the prospectus "Azatutyun", an unknown with the help of heavy equipment cuts down trees and destroys a green massif, while declaring to everyone that this is his territory, he has the right to do whatever he pleases, and no one can stop him. According to media reports, these barbarous actions were carried out at the request of one of the major Armenian oligarchs.
Doubting the statements of the "eco-vandal" about their omnipotence and still "trusting" the domestic state structures and their statements about the dominance of the law in Armenia, ArmInfo tried to sort out the situation by talking with representatives of plenipotentiary state structures.
Even with the first conversation with the press secretary of the Ministry of Nature Protection, Marina Karapetyan, the "illusions" about the "dominance of laws" and the opportunities of Armenian state structures immediately evaporated. From the conversation with Karapetyan it became clear that the eco-Vandal had objectively assessed its possibilities, and his statements that "I do everything I want and nobody can stop me" were justified because he had ownership of this green Site and presented the corresponding certificate to the employees of the Ministry of Nature Protection who arrived on the spot. "Indeed, yesterday we received a call and left for the scene, but this citizen showed us a certificate of ownership. Since the trees were being cut down in the zone of private property, unfortunately, we could not react," Karapetyan said.
Meanwhile, the head of the Information and Public Relations Department of the Yerevan City Hall apparatus Arthur Gevorgyan transferred arrows to the Ministry of Nature Protection, saying that even if there is a document on property, the owner has no right to destroy green territories and cut down trees. "This case should deal with the Ministry of Nature Protection and inform law enforcement agencies about the incident," the official said.
On the "advice" of the official of the capital's municipality, ArmInfo again appealed to the Ministry of Nature Protection. The press-secretary of the department Marina Kirakosyan categorically denied the statements of her colleague from the Yerevan city administration and as a confirmation of her words she cited the relevant provisions of the Civil Code, which state that the owner has the right to dispose of his property at his own discretion without any restrictions. "During the incident, not only the employees of the Ministry of Nature Protection, but also law enforcement agencies were at the scene, but they were forced to accept the actions of the owner of the site after he showed the property certificate," explained Kirakosyan.
Meanwhile, while representatives of plenipotentiary agencies transfer the arrows of responsibility to each other in Yerevan under the slogan "I am the owner, I do what I want, and no one can stop me," another green zone is destroyed. But after the election of Yerevan Mayor Taron Margaryan and his pre-election promises to stop the destruction of green areas in the capital, only 3 months passed.
By the way, representatives of all authorized structures kept the name of the mystical owner of the site "classified", due to which ArmInfo was unable to find out in the State Committee of Cadastre and Real Estate the details of the deal on granting private property of another green zone in the deserted Armenian capital.
