According to him, at the moment, a possible meeting between the Presidents of Armenia and Azerbaijan will have a predominantly symbolic character. "The meeting of the presidents will mean easing of tension, which is generally laudable, however, I see no prerequisites and grounds for a favorable and reasonable settlement of this issue," said Herbst.
"The obstacle in the settlement of Karabakh conflict is the interests of the numerous parties involved in the conflict," said Michael Rubin, an analyst at the American Enterprise Institute. "If this problem concerned only two states, then, perhaps, it would have been solved, however, such states as Russia want to preserve this confrontation," the expert said.
Analyst of the Washington Institute for Middle East Policy Anna Borschevskaya noted that the Nagorno- Karabakh issue is top priority for the Armenian government, however, Russia's participation in this issue does not help the parties reach a consensus. "The thing is, Russia really wants to play an active role in this confrontation, and if there is no confrontation, then its role is reduced," Barshcheuskaya noted.
