ArmInfo. The Council of the Federation of Russia at the meeting on July 19 ratified the agreement with Armenia on the United Group of Forces.
It should be noted that the issue was included in the agenda of the four hundred and seventeenth meeting of the Federation Council by the Federation Council Committee on Defense and Security and the Council of Federation Committee on Foreign Affairs. The speaker on this issue was a member of the Federation Council Committee on Defense and Security, Taimuraz Mamsurov.
To recall, the State Duma of Russia at a meeting on July 14 ratified the treaty with Armenia on the joint grouping of troops, which was signed between the countries on November 30, 2016. According to the agreement, Russia and Armenia will create a Joint Group of the Armed Forces of the two countries "to ensure the security of the parties in the Caucasus region of collective security" capable of ensuring "adequate response to an armed attack (aggression), as well as to other challenges and threats to the security of the parties." The Defense Ministries of both states will work out and approve from their Supreme Commander-in-Chief the proposals for planning the use of the United Group. They will also determine the composition of the grouping. In peacetime, the command of the United Group functions in the structure of the Armed Forces of the Republic of Armenia from among the representatives of the Armed Forces of the Republic of Armenia in a reduced composition. In order to organize interaction between the Armed Forces of the Russian Federation and the Armed Forces of the Republic of Armenia during the immediate threat of aggression and in wartime, the authorized bodies provide for the dispatch of operational groups to the headquarters of the Southern Military District of the Russian Federation and the General Staff of the Armed Forces of the Republic of Armenia. "The Commander of the United forces will be appointed to the Supreme Commander-in- With the Supreme Commander-in- Chief of the Russian Armed Forces.In peacetime, the group will report to the Chief of the General Staff of Armenia, and in the military, "depending on the folding environment ", and even the commander of the Southern Military District. The document also states that the parties will independently carry out logistical and financial support for their troops committed to the composition of the Joint Group.
