ArmInfo.Armenian Government presented strategy on social welfare sphere development of the country for 2017-22.
The document, particularly, reads that the policy of the trade and social welfare sphere will be aimed at total implementation of social rights of the nationals with services of new quality and implementation of newest approaches to provide transparency of the process.
The Government's strategy in the field of social protection for the next five years, first of all, will be aimed at creating opportunities for obtaining stable income for the socially disadvantaged and gradually alienating them from social benefits. All this will happen taking into account the real needs of each individual family. Priority in the program is given to the establishment of the institution of social work and development. It is also planned to introduce a stable system of attestation of social workers by the end of 2019, as well as a new methodology for their work. Until the end of 2018, a food bank program will be introduced in cooperation with international structures.
The Government also intends to radically reform the Labor Code in accordance with European standards. In particular, it is planned to cancel rigid regulation of the extra charge for salaries at the legislative level and leave the issue in the field of collective regulation. At the same time, from 2017 to 2022 it is planned to permanently raise the minimum wage and salaries of civil workers. The Government also intends to introduce mechanisms to improve demographic indicators and reduce the growth of emigration. In order to improve the demographic situation, it is planned to draft a bill on large families, which will fix social guarantees for families with 4 or more children.
The reforms will be carried out also in the system of residential institutions and orphanages, it is planned to introduce the institute of children's return to families, to restructure boarding schools and orphanages in childcare centers, to find foster families for orphans.
In order to provide gender equality, it is planned to introduce an appropriate qualification of 100 programs aimed at the economic development of the country, as well as establish an appropriate monitoring institute.
In order to protect the rights of persons with disabilities, it is planned to bring national legislation regulating the sphere in line with the relevant UN convention. It is also planned to introduce the institution of administrative punishment in case of violation of the rights of persons with disabilities. Reforms will also be carried out in the sphere of social and medical expertise and new systems for determining disability, which are consistent with international standards, are introduced. Programs will also be developed to involve young professionals and disabled people in the labor market.
