ArmInfo. An official of RA Ministry of Agriculture indicted for receiving a bribe, the press office of the Special Investigation Service of Armenia states
According to the information shared with ArmInfo at the press office of SIS he preliminary investigation of the criminal case investigated in regard to the incident of receiving a bribe by an official of the State Service for Food Safety, RA Ministry of Agriculture, and forgery of a veterinary certificate is over at RA Special Investigation Service. As a result, it has been ascertained that the chief specialist-inspector of the mentioned Inspection Hakob Hakobyan, being in charge of state control of veterinary sphere in the territory of Ararat marz, using his official position incited the veterinary of Ararat village Armen Manutsyan to draw up and realize a backdated forged veterinary certificate for a bribe.
More particularly, it has been ascertained by investigation, that the flock of sheep moved by Ararat village resident Hakob Sargsyan without corresponding veterinary certificate to Vayots Dzor marz on Yerevan- Meghri highway underwent a car collision in consequence of which 59 heads of lambs and sheep were killed. H. Sargsyan's brother- Levon Sargsyan, who had arrived at the place of occurrence immediately after the collision, learning that there was no veterinary certificate empowering the moving of the flock of sheep from marz to marz, as well as necessary for insurance compensation connected with the mentioned accident, with the purpose of provision of such applied to the SSFS chief specialist-inspector of RA Ministry of Agriculture Hakob Hakobyan. The latter, agreeing to L. Sarsgyan's suggestion of providing a backdated veterinary certificate for a bribe, commissioned the veterinary of Ararat village Armen Manutsyan to draw up the mentioned false certificate - coming to agreement with L. Sargsyan in regard to the bribe. As a result, H. Hakobyan, not realizing his powers undertaken ex officio in the sphere of veterinary medicine, without veterinary checkup and necessary medical-prophylactic examination of the flock of sheep, through A. Manutsyan received a bribe from L. Sargsyan for taking unlawful actions in favour of the latter - providing a forged veterinary certificate.
For committion of the above-mentioned criminal actions H. Hakobyan has been indicted pursuant to part 2, article 311 and part 1, article 38-325 of RA Criminal Code, A. Manutsyan - pursuant to parts 1, articles 313 and 325 and L. Sarsgyan- pursuant to parts 1, articles 312 and 325 of RA Criminal Code. The preliminary investigation of the criminal case is over. The case together with the indictment has been passed to the prosecutor carrying out procedural supervision to confirm and send it to the court.
