ArmInfo. Agreeing to Nalbandian-Lavrov-Mamedyarov Armenian authorities encouraged Azeri policy aimed at new casualties in the condition of ceasefire. Ex Head of Artsakh MFA independent analytic Arman Melikyan expressed such an opinion to ArmInfo. The meeting of the foreign ministers of Russia, Azerbaijan and Armenia was held on April 28 in Moscow. However, there was no development registered in the process of Artsakh conflict settlement.
"The Moscow meeting of the Foreign Ministers, by and large, had a single practical goal - the resumption, at least at the ministerial level, of direct talks between Yerevan and Baku, and this without the implementation of the Vienna and St. Petersburg agreements on the implementation of additional confidence-building tools, incident investigation mechanisms," said the analyst.
According to him, this way, thanks to this meeting, Azerbaijan by means of Edward Nalbandian received an indirect official assurance that from now on the fulfillment of the above-mentioned agreements is not an obligatory condition for Yerevan to resume negotiations.
