ArmInfo.The balance of powers in the region first is endangered by  Azerbaijan  militaristic aspirations of Azerbaijan and its bellicose  policy, Vardan Toghanyan the Ambassador of Armenia to Russia states  his opinion.  

 "The matter is not the quantity of armaments or those quality. The  matter is what policy do we implement.  Do we   carry out the policy  of international agreements observance in respect to cease fire and  peace or we implement the policy of increasing the military resource?  What we see from our opponents is to avoid implementing own  obligations in any possible way. First regarding the liabilities of  consequent and complete cease fire,  which has been reached within  great efforts of Russia and which has been worse or better observed  during recent years. We see the militarization of Azerbaijan and its  cooperation with Russia in this sector, because Baku also cooperates  with Russia like we do. We  also see  Baku's cooperation  with other  players - Turkey and Israel. We remember what happened a year ago -  bloody war with hundreds of dead people, destroyed villages at the  border And we remember also what  took  place not only at the contact  line in Nagorno Karabakh, but also at Armenian border, particularly  at north-west sectors, which are very far from the territory of  Karabakh. We are sure  that the sustainability in the region could be  kept only within the strictest observance of obligations regarding   peace keeping. Armenian President has clearly stated recently that if  any threat occurs for our borders or for our citizens - the weapon  mentioned will be launched, "Toghanyan said in his interview to  Interfax answering the question does the cooperation of  Armenia and  RF endanger the power balance in the region.  Armenian diplomat  accentuated that principal ideology of Armenia  assumes only peaceful  processes, and the solution of the conflict should be only political. 

Answering the question are the further supplies of Iskanders possible  or those are complete, Toghanyan mentioned that military-technical  cooperation with Russia continues, and it began 25 years ago and  not  today or yesterday. The complexes purchased are  on combat duty  already. What is to new supplies - this issue has not yet been spoken  over. " But I would like to mention  once again - the negotiations  with Russia are in progress, and we hold talks on rearmament of our  military forces. Specialist do their detailed and constant work," the  Ambassador mentioned. 

At the same time, answering the question is the  issue of Armenian  and Azerbaijani presidents being discussed nowadays, and should it  take place in Russia or  in France, the  Ambassador mentioned that in  recent years the negotiations on  Karabakh are being held within the  active mediation of   OSCE Minsk Group co-chairs  and under the  support of Russia.  "Most probably,  foreign ministers will meet  first, and they will prepare the ground for further meetings. It is  early to speak about the terms yet," the diplomat summarized.
