ArmInfo. The Central Electoral Commission should have a more serious approach in respect to any law violations during the electoral campaign. This was stated by varouzhan Oktanyan, the Transparency International anti corruption Yerevan branch Head.
Following Oktanyan, he cannot understand the CEC decision to reject the complaint of Ohanyan-Raffi- Oskanyan bloc regarding the cancellation of Republican party registration due to its use of administrative resource, which is proven by the sound recordings of phone conversations with 114 educational entities heads published by the Informed Citizens Union. " The CEC states that the leaders of those entities have performed the agitation not during their working hours. But is pretty unclear what is the basis for such statements of CEC. Besides if the employees of the hierarchy mentioned were involved, that is already a use of administrative resource," Oktanyan emphazised.
Oktanyan added also that law enforcement entities are not active in the issues of discovering and investigating of law violations. He mentioned that as of March 22, a special group of Prosecutor General's office received 176 signals, 38 of which contained crime elements, but the investigation is in progress only in respect to 3 cases of mentioned above. " this states the absence of a serious approach, and very often the law enforcement entities serve not to the country but to authorities," he mentioned.
Tigran Mukuchyan, the CEC Head, clarifying the decision made, accentuated that people developing lists with schools and kindergarten directors included, came along on behalf on non'-existing persons."Developing the lists of followers and people, who are ready to vote for the Party, is not a pre electoral agitation by itself - according to the Electoral Code of RA. The records published could not be treated as a violation of the pre electoral agitation procedure set by Electoral Code," he mentioned.
