ArmInfo.Armenian Ambassador to Russia Oleg Yesayan is holding meetings at the Russian Foreign Ministry in the light of the completion of his seven-year diplomatic mission in Russia.
According to ArmInfo sources, today is Yesayan's last day as head of Armenia's diplomatic mission in Russia, Vardan Toghanian will replace him at this position. According to Wikipedia, Toghanian is the chairman of the board of directors of the Eurasian Media Group. Toghanian in 2014 became a shareholder of Shogakn, which deals with the processing of diamonds. According to the State Register of legal entities of the Republic of Armenia, "Sirun Diamonds" LLC was registered in Armenia in 2015, which is one of the projects of "Shogakn". Toghanian shares the shares with another owner of Shogakn, the head of the investment department of the well-known Russian company Aton Aharon Papoyan and Vahagn Abgaryan, who lives in Russia.
Toghanian graduated from the Historical Faculty (Department of International Relations) of Yerevan State University and defended his Ph.D. thesis at the Yerevan State University. In 2001 he graduated from the Institute of Socio-Political Studies of the Russian Academy of Sciences. 1995-1996 trained at the Center for International Studies at the University of Osaka (Japan); 2000 - at Harvard University (USA). Candidate of Historical Sciences, Doctor of Political Sciences. He is the author of more than 10 scientific works and monographs devoted to the problems of development of the New Independent States, regional and international conflicts, problems of national tolerance. Speaks English and Japanese.
In 1992 - 1994 worked in the permanent representation of Armenia in Moscow as the chief specialist, in 1994 - 1995 in the Armenian Embassy in Russia - second secretary, 1996-1997 was the first secretary of the administration of the CIS countries of the Armenian Foreign Ministry, 1997-1998 - first Secretary of the Armenian Embassy in Russia, 1998-2000 - an adviser to the Armenian Embassy in Moscow.
It is remarkable that Toghanian is mentioned in the "Panamanian documents" containing information on companies registered in offshore and the people behind these companies. -
