Within the framework of the mission on data collection initiated in May 2016, among the human rights rough violations Artsakh Ombudsman investigated the artillery cannonade of Talish village on February 24-25, 2017, as well as the events taken place at the state border of NKR on February 25 night. According to the Office of Human Rights protector, all these cases are reviewed and accepted by the Ombudsman as mutually connected.
It is stated particularly, that a data collection was implemented immediately at the Talish village on march 2, 2017, as well as appropriate meetings and conversations with local authorities and population representatives. Interviews were held also in respect to the events taken place on February 24-25 at the martini sector of Artsakh state border.
In the result of data collection mission it was recorded that on February 24 in the morning and in the evening of the next day Azerbaijan made 15 cannon shots towards Talish village. The majority of canons exploded at the territory of the village school. "It is obvious that Azerbaijan implemented artillery against civil population," the Ombudsman statement reads.
"Until now the international community did not state a proper legal evaluation of Azerbaijan barbarous actions of April 2016, and did not respond adequately, in the result of which Azerbaijan thinks any behavior will be left unpunished. This allows to think that the events of April 2016 are directly connected to what happened on February 24-25, 2017 at the Artsakh border," Artsakh Ombudsman summarized.
