ArmInfo.The Constitution Changes Changes will lead to the situation when Artsakh will be leaded by a person not elected by the people, independent expert and the former Foreign Minister of NKR Arman Melikyan shares his opinion with ArmInfo. On February 20, 2017 a Constitution referendum took place in Artsakh. The draft changes were supported by 87,6% of voters, with 9,7% against. The referendum was monitored by 104 observers from 30 countries of the world.
The Draft Constitution sets a transitional period for the years of 2017-2020, during which the Presidential post will be occupied by a person elected by the parliament, which means that people will be deprived to elect their authorities. This condition does not inspire optimism regarding the democracy future in Artsakh," the expert states.
At that, according to the estimations of the expert, the Constitution adopted really solves the issue of responsibilities expansion for the president of a country which is under conditions of a permanent war with Azerbaijan.
At the same time, commenting the international response to the referendum taken place in Artsakh, Melikyan stated that Armenians should be concerned not with the behavior of external powers, but the circumstance that Arstakh people participate in referendum without having their documents stating the citizenship of Artsakh.
