ArmInfo. Speaker of the NKR National Assembly Ashot Ghulyan advises Azerbaijan to overcome the psychological barrier in the light of the constitutional referendum in the republic.
"It is the problem of our neighbors (Azerbaijan - editor's note) that they do not acknowledge the referendum results. The sooner they overcome this psychological barrier, the better," Ghulyan told reporters on Feb 20 in Stepanakert, when visiting the polling station 1.8.
Ghulyan noted that the new constitution of the NKR will allow raising the republic to a new level of development. He stressed that like 29 years ago, the residents of Artsakh remain committed to the ideas of democracy and freedom. "Today the stability and security in the region are threatened by Azerbaijan only. Ilham Aliyev had better look at this issue from this viewpoint," he said. To note, Azeri President Ilham Aliyev said today that the constitutional referendum in Karabakh is illegitimate and is recognized by no country of the world. "Russia, the US, France and the EU have already released statements that they do not recognize Karabakh as an independent entity and they will not acknowledge the referendum results," Aliyev stressed.
Nevertheless, 104 foreign observers are monitoring the referendum in Artsakh. In addition to the observers from European countries and the European Parliament, representatives of Pakistan and Belarus have also arrived in Stepanakert to observe the referendum. The constitutional reforms imply transition of the NKR to a presidential form of government.
