"The internal development of NKR depends on external factors and security issues much more than it does in Abkhazia, South Ossetia or Pridnestrovie. Hence, the dynamics of negotiation process, peaceful settlement and contact line combat action cancellation will directly impact the prospective of Karabakh power security. At that, the Karabakh elite is not intended to take the role of passive observers in this process," he mentioned.
According to the expert estimates, the key stone of this discussion between adepts and oppositionists of NKR new Constitution is the security and ethnic democracy correlation, which assumes NKR to be an Armenian not a poly ethnic entity.
A referendum on Constitution will take place inkarabakh on February 20, 2017. On January 17 the initiative to submit the Draft New Constitution for Public Vote got the support of 20 law makers of NKR National Assembly, with seven voting against and one holding his vote. On January 19 NKR President Bako Sahakyan signed the Referendum Order.
The expert mentioned that Karabakh lobby members abroad use to support the idea that Karabakh cannot be under Azerbaijan jurisdiction because in Karabakh Presidents and parliaments are being shifted, while in Azerbaijan only the President's personal power is being improved.
