ArmInfo. On November 2, Armenian President Serzh Sargsyan held a consultation regarding the activities of the systems controlling the observance of traffic rules and the programs organizing paid parking.
The press office of the Armenian President has told ArmInfo that the consultation was attended by Head of the President Staff Armen Gevorgyan, Minister for International Economic Integration and Reforms Vache Gabrielyan, Mayor of Yerevan Taron Margaryan, Chief of Police Vladimir Gasparyan, Head of the Control Service under President Felix Tsolakyan, Acting Head of the Judicial Acts Compulsory Enforcement Service Armen Harutyunyan, Chief of Road Police Yegor Karapetyan and other officials. The consultation covered the financial indices, the current problems in the sector, as well as the results of the monitoring conducted by the Control Service.
Serzh Sargsyan pointed out that fines and penalties play a preventive role and they are not a way to misappropriate the drivers' money. "All the financial flows must be managed by the relevant state and community structures", he said. In this context, the President instructed the Government, the Police and the Municipality of Yerevan to address this issue with due regard for inviolability of property and the interests of the communities and the state. "I think the relevant decisions will improve the services," he said, noting that 7-10 days will be enough for holding the relevant talks and taking the relevant decisions.
Armenian Police Chief Vladimir Gasparyan reported the situation related to the joint activities with Security Dream, and Yerevan Mayor Taron Margaryan presented the situation regarding the paid parking organized by Parking City Service and Locator CJSC. The President instructed the Police Chief and the Yerevan Mayor to elaborate a legal mechanism within the next 10 days, which will ensure transition of the specified companies' functions, including the management of financial flows, to the state and community structures.
