By voting for the resolution entitled "Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water" (rapporteur Milica Markovic, Bosnia and Herzegovina) PACE gave Baku carte blanche to unleash wide-scale military actions in Artsakh, member of Armenian delegation and Head of Prosperous Armenia faction Naira Zohrabyan stated at the PACE session on April 18.
She added that this report was presented as a humanitarian problem however it had more long-term plans. "I hope that after Baku's latest aggression you have realized that this resolution was presented not for solving a humanitarian problem but for conquering Sarsang reservoir by Azerbaijan, and for this reason Baku wanted to receive approval from the international structures", she noted, suggesting PACE members getting familiar with the geography of Azerbaijan's armed forces' military actions.
"It is not a secret that PACE acting President Pedro Agramunt is Azerbaijan's official representative and its President Ilham Aliyev's personal spokesman. However, it is unprecedented that the President of such organization stands not for the interests of PACE but promotes interests of one person. His statement at the days of military action, which was one-sided and distorted the facts supported Aliyev's authoritarian and criminal regime", she noted adding that between April 1 and 4 the Azerbaijani side used heavy artillery not only against Artsakh's armed forces but against civilians as well, as result of which children and elderly people died. while the bodies of soldiers were tortured.
Zohrabyan recalled that 47 countries are represented in PACE consequently this organization should protect the interests of 800 million Europeans. "President of such a serious organization should be fair and unbiased he should not publicly defend dictatorship and support crime as Agramunt does", she emphasized.
To note, on April 3 PACE President Pedro Agramunt called for the sides of the Karabakh conflict to refrain from using force and resume negotiations on peaceful settlement. "PACE President also called for "the withdrawal of all Armenian armed troops from occupied Azerbaijani territories in compliance with UN Security Council resolutions". To note, Agramunt after taking the office made the first visit to Azerbaijan. During the visit he stated that the settlement of the conflict is at the center of his attention.
To note, on April 26 PACE approved with amendments the resolution entitled "Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water" (rapporteur Milica Markovic, Bosnia and Herzegovina). Introducing the report, Markovic said the territory of the Sarsang reservoir is controlled by Armenia, meantime "it is the territory of Azerbaijan." She blamed the Armenian side for deliberately depriving the Azerbaijani settlements of the water from Sarsang, which affects the agriculture, flora and fauna.
