Stepanakert slams Elmar Mammadyarov for speculations

Azerbaijani Foreign Minister Elmar Mammadyarov's statement on the need for establishing a dialogue between the Azerbaijani and Armenian communities of the Nagorny Karabakh is destructive, David Babayan, the Spokesperson for the NKR President, told ArmInfo.

"We are generally for the establishment of dialogue between the two peoples. If Mammadyarov called for establishment of contact between the peoples, or at least civil society representatives or the authorities, we would agree, of course. However, Mammadyarov calls for contacts between the communities, which is speculations, as in fact Baku is not ready to establish such dialogue," Babayan said.  He said the meeting between the communities of NKR and Azerbaijan is illogical and inefficient and leads to nowhere, and Mammadyarov is well aware of this.

In his words, of Baku really wants to establish a dialogue between the parties, let it start with its commitments to the OSCE Minsk Group, directly engaged in the conflict settlement. 

"As Azerbaijan refuses to implement its commitments to the OSCE Minsk Group, it makes regular speculations," the president said. 
To recall Azerbaijan's foreign minister said during his meet with EU Special Representative for South Caucasus Herbert Salber called for contacts between the above communities, came out against the status quo and for withdrawal of Armenia's troops from "the occupied territories."
