Aram Manukyan: ANC reveals suspicious facts about preliminary lists of voters

 The Armenian National Congress (ANC) has already started exploring the preliminary lists of voters and has revealed suspicious facts, ANC Faction Secretary Aram Manukyan said in Parliament. 

In particular, the ANC has explored the lists of constituencies No.4 and No.11, where the number of the voters has been increased by 3,000 names. Moreover, there are numerous cases of repeated names and surnames of the voters. "The repeated names make up 20-22% of the voters' lists of the specified constituencies. So, we should find a solution to the problem," he said, noting that during the previous elections he saw people vote for their namesakes at other constituencies. The MP also pointed out cases when no date of birth is mentioned next to the voters' names. At the two constituencies the number of such cases is 883. "This is a fraud mechanism if those people were born in the 1970-80s," he said. 

Manukyan said that since 2008 the number of voters has been constantly growing and now the voters number 2.6 million. In general, the average voters-to-population ratio in all countries is 67%. In Armenia that ratio was 77% in 2008, and now it is 84-85%. "In Vayots Dzor that indicator is 90% , in Kotayk - 91%, in Lori - 101%, and in Vanadzor, the center of Lori marz - 113%. It's fantastic!" the MP said ironically. To prevent fraud, Manukyan suggests publicizing the lists of the citizens that have already voted. 

To recall, on October 5, the National Assembly adopted the draft constitutional amendments with 104 "pros". The referendum on the reforms will be held on December 6. The amendments imply transition to the parliamentary system of government. The opponents of the amendments say it will help the incumbent authorities retain their grip on power.  Armenian Prime Minister Hovik Abrahamyan will head the campaign headquarters of the Republican Party. Levon Zurabyan, Head of the Armenian National Congress Faction, will head the "No!" Front.  The New Armenia Movement has announced that its campaign headquarters will be led by the Founding Parliament coordinator Zhirayr Sefilyan.
