Սերգեյ Կուրղինյան. Ռուսաստանն արձագանքում է Ադրբեջանից և Հայաստանից ազդակներին`ղեկավարվելով աշխարհաքաղաքական շուկայի կանոններով

 

Ի՞նչ առավելություններ և թերություններ եք տեսնում Ռուսաստանի ներկայիս կովկասյան քաղաքականությունում, մասնավորապես`Հայաստանի ուղղությամբ, ինչպես նաև ընդհանուր առմամբ հետխորհրդային տարածությունում Մոսկվայի քաղաքականությունում:

 

Խորհրդային Միության փլուզումից հետո իրականությունն սկսեց նոր կանոններ թելադրել բոլորիս, և, կարծում եմ, Ռուսաստանի և Հայաստանի միջև նոր տեսակի կապերը կարող են կառուցվել բացառապես մեր երկրների ազգային զարգացման հիման վրա: Հետևաբար`Հայաստանի հետ հարաբերություններում Ռուսաստանն այլ շահեր չի կարող ունենալ, քան այդ ազգային զարգացման օպտիմալությունն ապահովելը: Եվ եթե ազգային զարգացումը ենթադրում է Հայաստանի կապերը ոչ թե Ռուսաստանի, այլ էլի ինչ-որ մեկի հետ, Մոսկվային ոչինչ չի մնա, քան ընդունել դա` հասկանալով, որ վերջին հաշվող ձևավորվում է ազգային շահերից բխող փոխդասավորություն: Ներկայիս իրողություններում որևէ մեկին ենթարկելն անիմաստ է`հաշվի առնելով, որ վաղ թե ուշ ամեն բան կորոշեն հասարակության տրամադրությունները: Փորձել դրանք կառավարել, անհնար է, քանի որ արդյունքում հակառակ ռեակցիա տեղի կունենա: Այլ բան է, որ շատ երկրներ, և ոչ միայն Կովկասում, այլ նաև Եվրոպայում, իրենցից ներկայացնոմ են մեծ կաթսաներ`հատուկ կափարիչներով, որոնց ներսում միանգամայն այլ պարունակություն է եռում: Եվ այդ կափարիչները  շատ հաճախ 100 անգամ ավելի արևմտամետ են, քան այն, ինչ դրանց տակ եռում է: Այս առումով մենք պետք է հստակ տարբերակենք ազգային ոգու զարթոնքը գլոբալիզմից, կափարիչը պարունակությունից:

 

Արդյո՞ք այսօր գոյություն ունեցող քաղաքական և ռեսուրսային ներուժը թույլ է տալիս Ռուսաստանին ինչ-որ կերպ արձագանքել այդ գործընթացներին:

 

Բնական է, որ Ռուսաստանը հիացած չէ այն բանով, որ իրեն հարակից տարածքներում և երկրներում, ի հեճուկս հասարակություններում դիտվող միտումների, ձևավորվում են ակնհայտորեն այլ պետությունների գործիքների դերում հանդես գալ ցանկացող կառույցներ:

Պատմությունը ցույց է տալիս, որ նման գործընթացներն անխուսափելիորեն ավարտվում են այդ գործիքների նույնքան անխուսափելի կործանմամբ: Դեռ երբեք ԱՄՆ գործիքներն անվնաս չեն մնացել. իրենց գործառույթները կատարելուց հետո դրանք անխուսափելիորեն կոտրվել են: Ըստ որում, պետք չէ մոռանալ Ռուսաստանի հակասականության մասին, որի ընտրախավի զգալի մասը դեռ բոլորովին վերջերս երազում էր Արևմուտքի հետ լիարժեք մերձեցման, Եվրոպա մտնելու մասին: Դա երկար պատմություն է, որին զոհաբերվեց Խորհրդային Միությունը: Հետևաբար`ամբողջ Ռուսաստանը միանշանակ որպես հակաարևմտյան տարր դիտարկելը միամիտ կլիներ:

 

Եվ, այնուամենայնիվ, Հայաստանը ԵՏՄ անդամ է: Այս համատեքստում Երևանի նկատմամբ Մոսկվայի արտաքին քաղաքականությունում ի՞նչ միտումներ այսօր կարելի է կանխատեսել:

 

Ժամանակակից Ռուսաստանի և նրա նախագահի արտաքին քաղաքականությունը բնորոշվում է ուշադրության կենտրանացմամբ` այն բանի վրա, թե ուր է տանում ազգային շահը, և ոչ միայն Հայաստանի, այլ ցանկացած այլ պետության: Դրանում է պուտինյան քաղաքականության առանձնահատկությունը, ինչը, խիստ ասած, կայսերական չէ: Եթե Հայաստանը հանկարծ ցանկանա մտերմանալ նույնիսկ Թուրքիայի հետ, թող անի դա, դա իր խնդիրն է: Որքանով գիտեմ, ոչ ոք Մոսկվայում դրան չի հակազդի: Պարզապես համապատասխան եզրակացություններ կարվեն: Ոչ ոք բռունցքով սեղանին չի հարվածի, չի մեղադրի Հայաստանին դավաճանության մեջ: Այլ կերպ ասած` ազգային շահերը Ռուսաստանի հետ կապող երկրների հետ Մոսվան մեկ հարաբերություններ է կառուցում, այն այլ վայրերում տեսնող երկրների հետ`միանգամայն այլ: Նման քաղաքականությունը նորմալ եմ համարում:

 

Իսկ ի՞նչ կասեք Հայաստանի ազգային շահերի առնչությամբ:

 

Միանշանակ ասել դա չեմ կարող: Հայաստանի ազգային շահը որոշում են վերջնիս ներսում հակամարտող խմբերը, քաղաքական ընտրախավը: Այստեղ ևս ընդհանուր տեսակետ չկա:

Շատ լավ հիշում եմ 80-ական թթ. վերջի էյֆորիան, խոսակցութուններն այն մասին, որ ԱՄՆ գլխավոր հենակետը Կովկասում Հայաստանը կդառնա: Այսօր British Рetroleum-ի և մնացածների`հարևան պետության հանդեպ հետաքրքրության օրինակով տեսնում ենք, որ դա տեղի չունեցավ: Հենց դա հանգեցրեց Հյաստանի նոր քաղաքականության  ձևավորմանը: Հույսերի և ուտոպիաների ժամանակներն անցան, և ես ոչ ոքի չեմ հանդիմանում`հաշվի առնելով, որ ճիշտ նույն ուտոպիաները կային նաև Ռուսաստանում:

 

Շատերը կարծում են, որ Հայաստանի ազգային շահերը որոշում է ղարաբաղյան հակամարտությունը`գտնելով, որ այդ հակամարտության բանալին Ռուսաստանի ձեռքում է...

 

Ես չեմ կիսում այն մարդկանց կարծիքը, ովքեր պնդում են, որ ղարաբաղյան հակամարտության բանալին Ռուսաստանի ձեռքում է: Շատ կցանկանայի թեկուզ մեկ ապացույց լսել այն բանի, որ Մոսկվան շահարկում է ղարաբաղյան հակամարտությունը: Ռուսաստանը առաջ է շարժվում`իր ազգային շահերին համապատասխան, ինչը հարակից տարածությունից բխող ազդակներին փոխադարձաբար պատասխանելու մեջ է կայանում: Բնականաբար, Ռուսաստանը համապատասխանաբար է արձագանքում ինչպես Ադրբեջանից, այնպես էլ Հայաստանից եկող ազդակներին: Հենց դա է հանդիսանում Ռուսաստանի ներկայիս բազմավեկտորությունը: Կրեմլում շատ լավ հասկանում են, որ  Հայաստանը ղեկավարում է ոչ ռուսական դեսպանությունը, ոչ Ռուսաստանի հայերը: Հայաստանը ղեկավարում է ազգային ընտրախավը, ընտրախավային և ժողովրդական միտումների միաձուլվածքը: Եվ Կրեմլում, կարծում եմ, պարզապես հետևում են, թե ուր են տանում այդ միտումները`դրանից բխող բոլոր հետևանքներով:

 

Դուք որոշ երկրների բնորոշեցիք որպես կաթսաներ`հատուկ կափարիչներով, որոնց տակ միանգամայն այլ պարունակություն է եռում: Ի՞նչ և ո՞ր կափարիչի տակ է եռում Հայաստանում:

 

Հայաստանի դեպքում բավական դժվար է ասել դա: Կարող եմ ասել, որ Բուլղարիայում ՙկափարիչները՚ շատ ավելի արևմտամետ են բովանդակությունից: Շատ շուտով նման գործընթացներ տեղի կունենան Իտալիայում, Հունաստանում, Իսպանիայում և նույնիսկ Ֆրանսիայում: Ուկրաինայում ամեն բան բաժանվել է մի քանի քաղաքակրթական մոդուլների, որոնցից յուրաքանչյուրը տարբեր կողմ է շարժվում:

 

Հայաստանի իշխանությունները 3 տարի գնում էին եվրաասոցացման ուղղությամբ, մինչդեռ շարքային քաղաքացիները հիմնականում ձգտել են դեպի Մաքսային միություն: Մի՞թե դա չի վկայում կաթսայի և կափարիչի տարբեր պարունակության մասին:

 

Հնարավոր է: Այդ դեպքում ինչու՞ Հայաստանում համապատասխան հանրաքվե չանցկացրեցին:

 

Իսկ դա հենց ՙկափարիչին՚ ուղղված հարց է...

 

Ռուսաստանը Խորհրդային Միություն չէ, և կայսերական բռունցքով հարցեր լուծելու ձգտում չունի: Իսկ Վլադիմիր Պուտինի քաղաքականության զգուշավորությունը դրսևորվում է որևէ մեկին վիրավորելուց ամեն կերպ խուսափելու ձգտմամբ: Ուկրաինային Պուտինն արձագանքեց միայն այն ժամանակ, երբ հսկայական խախտումներով տապալեցին Յանուկովիչին և անզուսպ հակառուսական ուղեգիծ որդեգրեցին: Չեմ կարծում, թե նա  հիացած էր Յանուկովիչով կամ Յուշչենկոյով, բայց Ռուսաստանում հասկացել են, որ նրանք կափարիչ էին, որի տակ ինչ-որ այլ բան էր եփվում, և հարգանքով են վերաբերել այդ ինչ-որ բանին:

 

Արդյո՞ք կայսերական բռունցքով հարցեր լուծելու ձգտման բացակայությունը Ռուսաստանի մոտ վկայում է հետխորհրդային տարածությունում վերջինիս շահերի սահմանափակման մասին:

 

Ոչ մի դեպքում: Ռուսաստանը ոչ մի դեպքում չի պատրաստվում իր շահերը սահմանափակել հետխորհրդային տարածությամբ: Օրինակ`Ռուսաստանը երբեք չի հրաժարվի Մերձավոր Արևելքում իր շահերից: Լինի դա Ռուսական կայսրություն, Խորհրդային Միություն կամ ազգային պետություն, մենք միշտ պաշտպանելու ենք մեր շահերը Մերձավոր Արևելքում: Ռուսաստանը երբեք չի դադարի խաղալ գլոբալ մակարդակով, բայց  կանի դա ԽՍՀՄ-ից հազար անգամ ավելի մեղմ:

 

Լոզանյան համաձայնագրերը նոր իրականության ձևավորման հեռանկարներ ստեղծեցին Իրանի շուրջը: Ի՞նչ կարծիք ունեք այս առնչությամբ:

 

Ես չեմ հավատում այդ նոր իրականությանը` լիովին կիսելով կրոնական առաջնորդ Համենեիի կարծիքը, ով այդ առնչությամբ ասել է հետևյալը. ՙԵթե դուք այդքան ցանկանում եք վարել այդ բանակցությունները, արեք այդ: Տեսնենք, թե ինչ կլինի հետո՚:Բնականաբար, մենք ուրախ կլինենք, եթե Իրանի մոտ ամեն բան հաջող ընթանա: Բայց ես և իմ գործընկերները նման հուսալի հեռանկարների չենք հավատում:

 

Հայ հասարակությունը որոշակի տագնապով է հետևում Ռուսաստանի և Թուրքիայի տնտեսական մերձեցմանը: Արդյո՞ք կիսում եք այդ մտավախությունները:

 

Ընդհանուր առմամբ Թուրքիայի հետ հարաբերությունները չափազանց բարդ հարց է: Այդ երկիրը դեռ գտնվում է խաչմերուկում, չի գտել իրեն, չի կողմնորոշվել աշխարհում իր տեղի հարցում: Եվ Ռուսաստանի հետ կարևոր տնտեսական նախագծերը դեռևս ստուգումների և փորձարկումների փուլում են գտնվում: Այդ ամենն արվում է շատ զգույշ: Եթե Ռուսաստանը ցանկանար ամբողջովին Թուրքիայի կողմը բռնել, չեմ կարծում, որ ՌԴ նախագահ Վլադիմիր Պուտինը ժամաներ Երևան` մասնակցելու Ցեղասպանության 100-ամյակի միջոցառումներին:

Միաժամանակ միանշանակ չեմ համարում նաև Թուրքիայի նկատմամբ Հայաստանի քաղաքականությունը: Հայաստանում շատ տարբեր անտեսանելի ներքին հոսանքներ կան: Իսկ հայկական հակաթուրքականությունը ևս իր սահմաններն ունի, և մենք Հայաստանի ընտրախավում շատ լավ տեսնում ենք նաև թուրքամետ հոսանքներ:
