It is hard to understand the position of the leadership of the 102-nd Russian military base regarding Permyakov's case, Director of the Centre for Globalization and Regional Cooperation, Stepan Grigoryan, said at today's press-conference.
He said that, in fact, the commandership of the 102-nd Russian military base should be concerned about the open and transparent investigation of the Gyumri murder. So, it is not clear why are they still keeping Permyakov at the territory of the Russian military base? "What are their arguments? To cast shadow upon the Armenian-Russian relations?", - Grigoryan asked.
He also added that Armenian Police and Prosecutor General's Office had to react at the Gyumri family murder more rapidly, to put forward a demand on handing over Permyakov to the Armenian party as well as to form vigilante groups to control the territory of the 102-nd military base in order to stop possible attempts of Permyakov's escape. However, nothing was done.
"Our law-enforcement agencies are obliged to investigate the crime in Gyumri from the point of view of terrorism, as just terrorist acts are made for show and with special cruelty. There are some strange moments in the Gyumri murder: Permyakov was not drunk or under the affect of drugs, and he did not steal anything from the house. All this causes certain questions", - the expert said.
He also negatively assessed the clash between protestors and policemen in Gyumri. He thinks that the created situation may negatively affect the Karabakh conflict settlement process. Moreover, the Gyumri clash may play into the hands of Turkey on the threshold of the 100th anniversary of the Armenian genocide.
