According to him, these were citizens who went abroad for seasonal work. Manukyan noted that they had lost their right to vote due to the qualifications imposed by the authorities. According to the deputy, in Martuni alone, the number of such citizens reached approximately 20,000. According to the oppositionist, the absurdity of the situation lies in the fact that persons with dual citizenship who left Armenia on foreign passports remained on the electoral lists, while those who left on Armenian passports were excluded from them.
