ArmInfo. As a result of comprehensive operational and investigative measures carried out by Criminal Police officers, more than ten cases of murder preparation were solved in 2025, and eight cases in the first nine months of 2026. This was reported by the press service of the Police of the Ministry of Internal Affairs of Armenia.
The department recalled that the prevention and detection of murder preparations are among the key areas of the Criminal Police's consistent, round-the-clock work.
"This is a clear tactic that the Police of the Ministry of Internal Affairs uses to prevent crimes. Preventing or solving a crime at the preparatory stage is a complex process, since we operate in a much more delicate and complex situation where we lack concrete facts. Finding these facts and securing them as evidence is already quite challenging. "However, thanks to the joint efforts of the Criminal Police and other services, we are able to solve such cases," noted Deputy Minister of Internal Affairs Armen Mkrtchyan.
It is added that the Armenian Ministry of Internal Affairs places particular importance on the implementation of long-term institutional mechanisms for crime prevention. To this end, a Crime Prevention Strategy is being developed, based on a study of the causes of crime and systemic solutions aimed at eliminating them.
"We must understand the causes of murders and violent crimes in general. We have addressed these issues within the framework of the overall Crime Prevention Strategy,"
Mkrtchyan noted. The causes of crime, including violent crime, include socio-psychological processes, intolerance, and the influence of criminal subculture.
"The measures we intend to take to contain, reduce the spread, and eradicate the criminal subculture are extremely important." "This is our priority," noted Deputy Minister of Internal Affairs Armen Mkrtchyan.
The Armenian police noted that solving murder plots is a multifaceted and large-scale process that requires the use of a full range of investigative measures, as well as close cooperation with partner law enforcement agencies.
"The main difficulty in solving murder plots is that these are latent crimes: those preparing the crime typically act covertly, and it is crucial to identify the entire preparation mechanism at a certain stage," noted Vahe Mushegyan, Deputy Head of the Main Criminal Police Department of the Ministry of Internal Affairs.
The effectiveness of the consistently conducted investigative measures by Criminal Police officers is demonstrated by a recently prevented murder plot.
According to Vahe Mushegyan, this case is notable because each party planned to kill the other and acquired firearms for this purpose. As a result of complex and comprehensive investigative operations carried out by Criminal Police officers over several months, the individuals in question were detained and subsequently taken into custody.
