According to him, if justice had been brought to Robert Kocharyan, Gagik Tsarukyan, and other individuals associated with them, this situation would not have arisen. This issue was also discussed within the ruling Civil Contract party itself. "We ourselves ask ourselves why political forces are not forming in Armenia that would have their own faction, albeit a small one, in the country's parliament, new not in essence, but with its own views and ideas. But this raises another question: should we do something about this or not?" "If we try to do this ourselves, we could end up in the consumer realm, as we have in dealing with the government, the opposition, and the opposition's consumers. We have come to the conclusion that we cannot do anything in this direction," the head of the Armenian government noted, citing a lack of appropriate resources and ideological incompatibility.
Pashinyan noted that behind-the-scenes negotiations cannot be conducted to create a false opposition. Emphasizing the importance of improving the political landscape, the Prime Minister pointed to the introduction of a scheme within the mandatory universal income declaration system, under which citizens will be able to provide assistance to political parties and media outlets, which could be one step in this direction.
