According to a report received by ArmInfo, the Armenian Ministry of Internal Affairs (MIA) responded to information previously circulated online that, in connection with the implementation of a new biometric system, the management of citizen data is being transferred to a private partner. "As we have repeatedly reported, the state determines the legal and technical framework for the use of citizen data. The private partner provides the necessary technological infrastructure, security solutions, and professional expertise to create a system in accordance with high international standards. This means that the authority to manage citizens' data is not being transferred to the private partner," the ministry stated in this regard.
The Ministry explained that the private partner is tasked with creating the technological environment necessary to protect data in accordance with high international standards and performing technical functions. "We emphasize that the data of citizens of the Republic of Armenia will never be as securely protected as it has been since November 1st. Sovereign control over all databases will remain with the state, represented by the Ministry of Internal Affairs. Each application for document processing must be approved by the state, after which the private partner performs exclusively technical functions: collecting biometric data, printing the document, and issuing it to the citizen," the Ministry of Internal Affairs assured.
According to the ministry, the private partner will not have direct access to citizens' data. As the Ministry of Internal Affairs explained, permission to issue and print documents is granted exclusively by the state. "The state continues to bear responsibility for the protection of citizens' data, its use, and the document issuance processes." "Public-private partnership is a globally accepted format of cooperation based on a clear division of roles. The state and private partners fulfill their respective functions, complementing each other in this process," the Armenian Ministry of Internal Affairs summarized.
