
ArmInfo. Civil servant incentives will be based on their performance. This was announced on October 6 at the plenary session of the National Assembly of the Republic of Armenia by Vache Kalashyan, Head of the Civil Service Department of the Prime Minister's Office, who presented amendments to the law "On Holidays and Memorable Dates" in the first reading.
According to Kalashyan, the civil service incentive system has already been approved by the government, and will soon be approved by the Deputy Prime Minister.
The document will be submitted to the parliament for consideration. Essentially, we are talking about creating a management system based on the principle of performance, which will be reflected in additional incentives for civil servants.
It is worth noting that a large-scale reform of the civil servant remuneration system is planned for January 1, 2027, in Armenia. This reform provides for a significant increase in salaries and changes to bonus principles. The main changes in the reform include salary increases for rank-and-file specialists. If planned performance indicators are met by 80% or more, rank-and-file employees' salaries will increase from approximately 250,000-350,000 drams to 450,000-500,000 drams. An additional bonus of 2% for each year of service (but no more than 30% of the salary) will be introduced.
Payments for high-ranking officials and department heads will increase significantly. In particular, the salary of the President of Armenia may increase to 2.6 million drams under the plan. The salaries of the Prime Minister, Deputy Prime Ministers, and Ministers will also increase to 1.2-2.1 million drams and higher, depending on their position.
The salaries of the Ombudsman, Prosecutor General, and heads of large communities will also increase. The new model involves evaluating performance based on key performance indicators and revising base coefficients.
As a reminder, Armenia is proposing to officially establish a new professional holiday – Civil Servant's Day – to be celebrated on June 23. The date of June 23 was chosen deliberately, as it is also the day the UN celebrates Civil Service Day (established by the UN General Assembly resolution of December 20, 2002). The goal of the bill is to emphasize the shared mission of public servants, regardless of their specific sector or department, and to enhance the role of the civil service in the country's sustainable development and governance effectiveness. On August 20, 2026, the draft was approved by the Government of Armenia, and on October 5, 2026, the Parliamentary Committee on State and Legal Affairs gave it a positive opinion in the first reading.
