As a result of the prosecutor’s intervention, land plot No. 13, located in Grant Matevosyan Park in Vanadzor, has been returned to community ownership

Arminfo.  As a result of the prosecutor’s intervention, the 13th land plot located in Grant Matevosyan Park in Vanadzor has been returned to community ownership. This is stated in a release from the Press Service of the Prosecutor General’s Office of the Republic of Armenia.

According to the source, on December 16, 2025, the Lori Regional Prosecutor’s Office, within its powers to file a lawsuit in defense of state (community) interests, initiated a case based on a letter from the Governor of Lori Province concerning the transfer of land plots located in Grant Matevosyan Park in the Vanadzor community to various individuals.  The investigation showed that the land plots in Grant Matevosyan Park in the area in question had been transferred to 22 individuals and legal entities under 25 contracts concluded in the early 2000s, with rights to lease, build, or use them free of charge. The investigation revealed that the 22 organizations leasing and actually possessing the areas of Grant Matevosyan Park were using them in violation of the contracts and for purposes other than those intended. As a result, the park fell into disrepair.

It should be recalled that during her working visit to Lori Province on August 19, 2026, Prosecutor General of the Republic of Armenia Anna Vardapetyan also visited Grant Matevosyan Park and gave a number of instructions to the regional prosecutor. Following the investigation conducted at the Lori Regional Prosecutor’s Office, on January 26, 2026, a petition was sent to the acting head of the Vanadzor community to terminate the lease, free-of-charge use, and construction agreements for 26 land plots concluded with 22 individuals and legal entities.

As a result of the appeal, on September 9, 2026, the right of a legal entity to use free of charge another land plot located in the park area at 25-2/1 K. Demirchyan Street, measuring 240 square meters and having a cadastral value of 2 million 523 thousand drams, approximately corresponding to its market value, was terminated. The land was returned to the possession of the Vanadzor community.

As of today, as a result of the prosecutor’s intervention, the Vanadzor community has terminated 20 lease and free-of-charge use agreements for land plots with a total area of 12,935.3 square meters, 13 of which have received cadastral registration, with an area of 4,032.45 square meters. Work is underway to resolve the remaining agreements.
