Armenia’s Ministry of Internal Affairs has begun transitioning to a more citizen-oriented model

ArmInfo.  The Ministry of Internal Affairs of Armenia has launched a process of modernizing registration and examination services and transitioning to a more citizen-oriented model. This issue was the subject of a working discussion held at the Ministry of Internal Affairs under the leadership of Minister Arpine Sargsyan.

As reported by the ministry’s press service, the discussion was attended by Deputy Minister of Internal Affairs Armen Ghazaryan, Chairman of the Information Systems Regulation Commission Nerses Yeritsyan, representatives of the ministry’s responsible departments and partners.

Arpine Sargsyan emphasized that, alongside ongoing reforms and technical modernization, it is necessary to radically review the existing approaches and procedures for providing services in order to make them simpler, more transparent and convenient. "From the perspective of registration and examination services, we have developed a number of practical solutions; however, there is a significant gap and inconsistency between the old and new systems in terms of solutions, logic and philosophy. Therefore, steps aimed at rapid development in this area are necessary, and, taking into account our experience in the passport sector, we are currently focused on streamlining the sector in the format of a public-private partnership and providing new institutional solutions," the Minister of Internal Affairs noted.

During the discussions, it was emphasized that, as part of the development of new models for modernizing the sector, it is necessary to clearly distinguish between the functions performed by the state and the services to be transferred to the private sector, while ensuring the preservation of state control and key decision-making functions. The need to study international experience in order to assess the models used in different countries and the possibilities of adapting them to the legal and practical characteristics of the Republic of Armenia was emphasized.

Arpine Sargsyan pointed to the need for a comprehensive study of registration and examination services and related functions, a comprehensive assessment of existing processes, the initial division of roles between the public and private sectors, as well as the interconnection and development opportunities of related areas associated with road safety.

The Minister of Internal Affairs emphasized the importance of completing the action plan for transforming the sector within a short period, clarifying the sequence of work, those responsible for each stage, implementation timelines and expected results. She instructed them to ensure continuous coordination and monitoring of the process, as well as strict compliance with the established deadlines, in order to form a modern, interconnected, efficient and stable system for the coming years.
