The EU proposed to begin negotiations on the Agreement between the European Union and the Republic of Armenia on the status of EUPM Armenia

EU High Representative for Foreign Affairs and Security Policy Kaja Kallas proposed a Council decision authorizing the opening of negotiations on an Agreement between the European Union and the Republic of Armenia on the status of the European Union Partnership Mission in Armenia (EUPM Armenia). This was stated on the EU website.

Kallas's proposal must undergo the necessary procedures within the EU Council.

As a reminder, the EU Council launched the EU Partnership Mission in Armenia (EUPM Armenia) on July 13 within the framework of the Common Security and Defence Policy (CSDP). The purpose of this advisory civilian mission is to support the Armenian authorities in strengthening the country's resilience to hybrid threats and its ability to address evolving security challenges. "Formally established on April 21, 2026, the mission will support Armenia's capacity to counter hybrid threats, including cyber threats, foreign information manipulation and interference (FIMI), and illicit financial flows. Specifically, the mission will provide strategic advice, technical expertise, and institutional capacity building to various Armenian national institutions to counter such threats, and will support a horizontal, whole-of-government approach."

Furthermore, it is emphasized that "the mission will provide practical operational advice and establish a dedicated project team to implement targeted activities covered by its mandate, in close cooperation with international partners."
