According to the source, the criminal case initiated on June 7, 2026 against Gagik Khachatryan has been amended and supplemented. In particular, he is accused of receiving an especially large bribe from the director of Progress Armenia LLC and Local Developers LLC, S.M., and acquiring property in exchange for a bribe. The former Chairman of the State Revenue Committee and the former Minister of Finance are accused of receiving real estate as a bribe from the director of Progress Armenia LLC and Local Developers LLC, S.M., in 2008-2010. for not creating obstacles for the activities of companies on the part of tax and customs authorities, for ensuring maximum freedom of economic activity, for easing supervisory functions and for issuing more favorable administrative acts in certain cases. Two apartments and four parking spaces located at 3 Northern Avenue in Yerevan were registered in the name of Gagik Khachatryan's son, Gr.Kh., and three premises in the building at 5 Northern Avenue were registered in the name of his sons, Gr.Kh. and A.Kh. To conceal the criminal origin of the property and give it a legal character, the transactions were carried out on the basis of formal purchase and sale agreements, which indicated prices significantly below the market value of the property. That is, in the officially concluded real estate purchase and sale agreements, the total acquisition price was 484 million drams, while at the time of the transactions, their total market value was 2 billion 179 million 51 thousand drams.

Gagik Khachatryan is also accused of embezzling 174 million 581 thousand drams, including during the construction of the Dilijan Educational Center. According to the case materials, Khachatryan also engaged in a scheme to illegally alienate property worth 208,908,000 drams belonging to Bryusov University. With the prior consent of his son, A.Kh., as well as their accomplice, G.T., and others, he abused his official position to appropriate 451.1 square meters of real estate located at 59 Pushkin Street, 38/1, owned by the Yerevan State University of Linguistics and Social Sciences (SSU), and a land plot that is an integral part of it. The property was officially acquired in the name of G.Kh. and H.T., for 215 million 228 thousand drams, and later, in 2017, for 75 million drams, on the basis of an official purchase and sale agreement, it was registered in the name of Khachatryan's son A.Kh. Prior to this, by preliminary agreement between the former Minister of Education and Science of the Republic of Armenia A.A. (Armen Ashotyan - ed.) and the rector of the Yerevan State University of Linguistics and Social Sciences named after V. Bryusov, G.G., a decision was made to artificially increase the salaries of university teachers by 25 percent (later G.G. reduced the 25 percent increase in salaries of SNCO teachers and restored the previous salary level) in order to create an additional financial burden on the SNCO. In order to "restore" the financial stability of the SNCO, G.G. An appeal was sent to the Minister of Education and Science of the Republic of Armenia A.A., after which, within the framework of the loan agreement signed between the Ministry of Finance and the State Non-Commercial Organization, the Ministry of Finance provided a budget loan in the amount of 200 million drams.
