Deputy Interior Minister outlines institutional reforms for Armenia`s  Rescue Service

ArmInfo. The ongoing development and modernization of the Rescue Service under the Ministry of Internal Affairs of the Republic of Armenia are  progressing in line with the strategic concept adopted in 2025, as  stated by Deputy Minister of Internal Affairs Armen Mkrtchyan  during  a press briefing on August 21, 2026.

According to the Deputy Minister, comprehensive institutional reforms  are actively underway within the service. Specifically, a single  operations center was launched on February 15 of this year by merging  emergency response units of both the Police and the Rescue Service.  Citizens can now contact a single emergency number to receive prompt  assistance. According to the approved program, incoming emergency  signals are handled within a 15-second window, a standard met by  67.7% of calls. Additionally, the operational hotline continues to  expand, with approximately 80% of inquiries serving an informational  or advisory nature. Staff undergo regular retraining to maintain  service standards.

He also noted that by eliminating redundant functions, the Rescue  Service has streamlined its internal administration, reducing the  number of active central departments from seven down to three.  Regional structural adjustments are being paired with the  establishment of voluntary community fire-rescue units.  Twelve such  units are currently operational across 60 settlements, with another  scheduled to launch shortly.  Social and motivational mechanisms are  also being implemented to enhance recruitment and service appeal.

The Deputy Minister also announced the acquisition of 18 units of new  fire and rescue equipment, with contracts already signed for six  vehicles. As part of cooperation with the EU, 13 new rescue vehicles  are expected to arrive. Mkrtchyan emphasized the importance of  reducing and preventing natural disaster risks.  In this regard, it  is planned to fully utilize natural and disaster prevention systems.
