Priority Vectors of Turkmenistan at the 81st session of the United Nations General Assembly

ArmInfo. As a responsible member of the international community, Turkmenistan, consistently puts forward new international initiatives aimed at achieving the high ideals and goals of the United Nations. The upcoming 81st session of the UN General Assembly is envisioned to serve as an important platform for consolidating the international community’s efforts to address current issues of peacebuilding, international security, and sustainable development.

Being an active participant in international processes, Turkmenistan will, within the framework of the 81st session of the UN General Assembly, present its vision for addressing the most pressing and urgent challenges facing humanity and propose concrete initiatives aimed at effectively resolving them.

The most important principles of the foreign policy of Turkmenistan have been and remain a firm commitment to its universally recognized status of neutrality, comprehensive support for constructive dialogue aimed at strengthening peace, stability, and security, as well as the development of effective regional and interregional cooperation.

The basis of Turkmenistan’s strategic cooperation with the United Nations is the peace-building essence of neutrality and the convergence of fundamental goals aimed at preserving peace, strengthening international security, and ensuring sustainable development, taking into consideration national, regional, and global interests. Programmed actions are also aimed at strengthening mechanisms of preventive diplomacy, as evidenced by the set of multilateral documents of the UN General Assembly adopted upon the initiative of Turkmenistan and the constructive work of the UN Regional Center for Preventive Diplomacy for Central Asia with headquarters in Ashgabat.

Turkmenistan will continue to consistently promote ideas and initiatives on present issues of global politics and to strengthen the role of institutional capacity, as well as effective instruments of neutrality throughout the 81st session of the UN General Assembly. In doing so, the focus will be on strengthening the legal and humanistic foundations of international politics, fully recognizing the importance of a world free of war for future generations, traditions and best practices of mutually trusting dialogue in the interest of security and sustainable development. These priorities once again demonstrate our country’s commitment to the principles of openness, goodwill, and constructive collaboration, and serve as a proof of Turkmenistan’s serious and responsible approach, as a UN Member State, to jointly addressing the most pressing challenges of the modern world.

In this work, Turkmenistan relies on multifaceted cooperation with the United Nations, its bodies, specialized agencies, and other international organizations.

Turkmenistan views the upcoming session of the General Assembly as an important step in consolidating the international community’s efforts to strengthen peace, stability, and security.

For many years, our country has consistently put forward important initiatives in this area within the framework of the United Nations and its agencies. Among them, the resolutions “Peace and Trust”, “Dialogue as a Guarantee of Peace” and “The Role and Importance of a Policy of Neutrality in Maintaining and Strengthening International Peace, Security and Sustainable Development”.

At the upcoming session of the General Assembly, Turkmenistan plans to hold, under the umbrella of the UN, intergovernmental consultations on the development of a Strategy for Universal Peace based on the principles of peace, security, and preventive diplomacy.

To promote a comprehensive approach to strengthening international peace and security, our country stands for further development of a culture of trust, dialogue, and preventive diplomacy. In this regard, Turkmenistan will propose declaring 2027 – 2037 the United Nations Decade of Dialogue and Preventive Diplomacy.

In addition, our country will propose the establishment, within the framework of the United Nations, of a Group of Friends of Multilateralism and the Sovereign Equality of States.

In order to implement the proposal of President Serdar Berdimuhamedov to establish the University of Peace and Neutrality, relevant work continues with the United Nations and its agencies. As the next step in this regard, consultations are planned on the establishment of an Academic Center for Peace, Neutrality, and Preventive Diplomacy under the Department of Peace and Neutrality at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

A separate vector of the international agenda is linked to the development of digital technologies and artificial intelligence. Turkmenistan is initiating the development, under the auspices of the United Nations, of an International Code on the Peaceful Use of Artificial Intelligence in International Relations and Diplomacy. In this context, with the support of the United Nations, a dialogue among international experts on issues of digital trust and the responsible use of artificial intelligence is planned to be held in Ashgabat.

In order to further provide comprehensive support for the activities of the United Nations Regional Center for Preventive Diplomacy for Central Asia, our country will propose for the consideration of the General Assembly the successive draft resolution entitled “The Role of the United Nations Regional Center for Preventive Diplomacy for Central Asia.”

Issues of sustainable development and international transport cooperation hold particular significance on Turkmenistan’s international agenda. Due to the initiatives put forward by the President, Turkmenistan has been consistently strengthening its position as one of the key centers of transport diplomacy.

In this regard, at the initiative of the Turkmen side, during the 80th session of the UN General Assembly the resolution “UN Decade of Sustainable Transport 2026 – 2035” was adopted. As part of the implementation of this document, our country will continue its work on creating the Global Atlas of Sustainable Transport Connectivity as a comprehensive analytical and informational tool for monitoring the achievement of the Decade’s goals.

Turkmenistan will also continue to actively participate in the practical implementation of the Awaza Program of Action for 2024 – 2034 and the Awaza Political Declaration.

At the same time, considering the possibility of establishing an International Center for Sustainable Trade Logistics and Customs Cooperation on the territory of Turkmenistan under the auspices of the United Nations will also be proposed.

In addition, our country will propose the establishment, under the umbrella of the United Nations, of a transregional transport corridor linking South and Central Asia with Europe via the Caspian Sea. The implementation of such initiatives aims to promote the expansion of international transport connections, the development of trade, and the strengthening of economic cooperation between regions.

Environmental safety, combating climate change, and the rational use of energy resources remain among the key areas of cooperation of Turkmenistan and the United Nations and its specialized agencies.

In this regard, our country will propose setting the Ashgabat Climate Dialogue – a new multilateral platform for cooperation aimed to promote initiatives in the field of climate change and strengthen international partnership at the institutional basis.

In addition, Turkmenistan will put forward the initiative to strengthen the climate resilience of regions facing serious difficulties due to drought and water scarcity.

To implement the provisions of the resolution “The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development” consultations will be held to prepare for the high-level forum “Stable Energy for All”.

The development of humanitarian cooperation occupies a significant place in Turkmenistan’s foreign policy. Under the leadership of President Serdar Berdimuhamedov, our country pays special attention to expanding dialogue and international cooperation for the sake of women and youth.

In this regard, we will continue to develop the Dialogue of Women of Central Asian and expand cooperation with the UN Peacebuilding Commission and UN Women within the framework of the “Women, Peace, and Security” agenda.

In addition, efforts will continue to enhance the role and engagement of young people in international relations and peace initiatives, as well as to support the activities of the Central Asian Youth Dialogue. As part of the “Youth, Peace, and Security” agenda, our country plans to promote the expansion of the practical participation of the younger generation in international and regional initiatives.

Among the main areas of Turkmenistan’s cooperation with the United Nations are also initiatives in the field of international law. At the initiative of the head of state, Turkmenistan has consistently put forward global proposals aimed at strengthening the role of international law and enhancing its significance in contemporary international relations. One such initiative is the proposal to declare 2028 the Year of International Law.

This initiative once again underlines the special significance of the United Nations Charter and the norms of international law governing relations between states.

As part of the preparations for the Year of International Law, a proposal will be made to hold an international forum in Turkmenistan dedicated to the interconnection between international law, disarmament, neutrality, preventive diplomacy, and sustainable development.

Our country will continue its active work as a member of the United Nations Economic and Social Council (ECOSOC) for the 2026 –2028 term, as well as its participation in the work of other bodies, commissions, and structures of the UN system.

At the same time, preparatory work is underway to nominate Turkmenistan during the 81st session of the UN General Assembly for election to the UN Security Council for the 2031 – 2032 term, as well as to other elected bodies of the United Nations.

Thus, the active and constructive position of Turkmenistan in addressing and resolving pressing issues on the international agenda enables our country to consistently participate in global development processes, strengthen international cooperation, and contribute to promoting an atmosphere of mutual understanding, trust, and equality.

Turkmenistan’s international initiatives are reflected in projects and programs of regional and global significance. They are united by a commitment to strengthening peace and security, developing preventive diplomacy, expanding mutually beneficial cooperation, ensuring sustainable development, and protecting the common interests of the international community.

The priorities of Turkmenistan at the 81st session of the UN General Assembly serve as further evidence of the consistency of our country’s foreign policy, which is based on the principles of permanent neutrality, peacefulness, constructive dialogue, and mutual trust.

The initiatives put forward by Turkmenistan are aimed to contribute to the strengthening of international peace and security, the development of sustainable cooperation, and the achievement of common goals for the wellbeing of present and future generations.
