Ruling Party MP: Abandoning the Karabakh movement is first and  foremost a necessity for us

ArmInfo. The fact that amendments to the Constitution are primarily needed by the Republic of Armenia is unequivocal, as stated by Taron Chakhoyan, a deputy from the "Civil Contract" party, during a press-briefing on August 5.  

In this regard, he emphasized that these amendments will ensure the  long-term sustainability of peace between Armenia and Azerbaijan.

Addressing ongoing discussions regarding the absence of a reference  to the Declaration of Independence in the Constitution, Chakhoyan  noted that this is motivated by the fact that the chapter of the  Karabakh movement is closed de facto, but not de jure. "And first of  all, we need to close this chapter de jure.  Because by closing it  both de facto and de jure, we will ensure long-term peace," Chakhoyan  concluded.

Recall, back in April 2026, RA Prime Minister Nikol Pashinyan stated  that Armenia's new Constitution should not contain any references to  the Declaration of Independence.

"I know that there is a lot of discussion on this topic, in  particular about whether the text of the new Constitution should  include a reference to the Declaration of Independence of the  Republic of Armenia. I have clearly stated my position on this issue,  declaring that the new Constitution should not contain a reference to  the Declaration of Independence. And what is the justification for  this? A very simple justification. Yesterday I spoke, and in recent  years I have been speaking, about the need to put an end to the  Karabakh movement. If we adopt a new Constitution today, and the  preamble of the Constitution contains a reference to the Declaration  of Independence, it will mean that we are continuing the Karabakh  movement. If we continue the Karabakh movement, it will mean that we  are resuming the conflict with Azerbaijan, and if we resume the  conflict with Azerbaijan, it will mean that peace is impossible. If  we refer to the Declaration of Independence, it means that we are  adopting the discourse of 'Western Armenia,' and indirectly adopting  the discourse of 'Armenia from sea to sea,'" the RA Prime Minister  said.
