


ArmInfo. By decision of the Civil Contract Faction of the Gyumri Community Council of Elders, Shavarsh Aramyan has been elected faction leader, and Edgar Baghdasaryan, secretary. The faction announced this on its social media page.
"The faction will continue to consistently implement its political program, guided by the principles of legality, transparency, accountability, and community development," the statement reads.
As a reminder, the former faction leader, Sarik Minasyan, announced his resignation due to his continued political activity as a member of the National Assembly of the Republic of Armenia. "With expanded powers, I will continue to be there for Gyumri and its residents with even greater dedication. My city needs caring and professional management, and without it, early elections to the Council of Elders are inevitable," Minasyan noted.
Following the March 2025 elections to the Gyumri Council of Elders, opposition forces formed a coalition, and Vardan Ghukasyan, the number one figure of the Communist Party of Armenia, was elected mayor. His election was repeatedly criticized by Prime Minister Nikol Pashinyan, who emphasized the need to "resolve this issue." On October 20, 2025, security forces conducted searches at Gyumri City Hall. Later, the Anti-Corruption Committee of Armenia reported the arrest of eight individuals, including Ghukasyan, as part of a bribery investigation. By court order, Ghukasyan was remanded in custody.
