New biometric system to become new standard for state development -  minister

According to the press service of the Ministry of Internal Affairs,  the Armenian official emphasized that the new biometric system is of  strategic importance not only for the Republic of Armenia but also  for the development of interstate relations.

According to Sargsyan, the high-quality implementation of the project  was possible thanks to the public- private partnership format. As  part of the preparation process, international practices were studied  and a competition was held, which enabled the selection of the  optimal solution for Armenian citizens. The Minister also noted that,  in collaboration with a private partner, all necessary efforts have  been made to ensure the highest possible security standards for  future documents.

Particular attention, she said, is paid to preserving national  identity. "When citizens flip through a state- issued passport, they  should feel a sense of kinship and connection with their country,"  the Minister of Internal Affairs stated.

As a reminder, in 2024, the Armenian government approved a new model  for issuing biometric passports and ID cards through a public-private  partnership. IN Groupe is a French company specializing in the  production of secure documents, biometric passports, national ID  cards, and other digital identification solutions.

In May 2026, a delegation from the Ministry of Internal Affairs, led  by Arpine Sargsyan, was introduced to the document production  process, including the production of the polycarbonate page with  personal data, visa pages, and security elements. During the  development of the passports, special attention was paid to  compliance with International Civil Aviation Organization (ICAO)  standards, personal data protection, and the use of modern  anti-counterfeiting technologies.

On July 16, 2026, the Ministry of Internal Affairs of Armenia  announced the mass printing of new Armenian passports in the  Netherlands. A delegation from the Ministry of Internal Affairs of  Armenia paid a working visit to Haarlem, Netherlands, where they  finalized the technical and design solutions for the new documents  and made final adjustments to ensure their full compliance with  international security standards and user expectations.
