
ArmInfo.Armen Grigoryan, Secretary of the Security Council of Armenia, received the delegation of the EU Partnership Mission to Armenia, led by Stefano Tomato, Civilian Operations Commander and Managing Director of the EU External Action Service.
According to the press service of the Armenian Security Council, Grigoryan welcomed the establishment and deployment of the mission in Armenia, highlighting the bloc’s continued support for the country and its efforts to strengthen national resilience.
During the meeting, the interlocutors also discussed further cooperation. In this context, Grigoryan expressed confidence that close cooperation between the mission and Armenian government agencies will ensure the full and effective implementation of the mission's mandate.
The EU Partnership Mission to Armenia is a civilian advisory mission under the EU's Common Security and Defence Policy. The mission was established on 21 April this year and began its work on 13 July. EUPM Armenia was established at the request of the Armenian government and is part of a broader and coherent EU approach, combining short and longer-term support to help strengthen Armenian national security. It reflects the EU's firm commitment to support the country's resilience and democratic institutions. By providing strategic advice, specialised expertise and capacity-building, the mission will help Armenia better prevent, detect and respond to hybrid threats, while fully respecting the country's ownership and sovereignty.
The mission will have an initial mandate of two years and will primarily be composed of seconded experts from EU member states. Cosmin George Dinescu was appointed Head of Mission on 11 June 2026. Previously, he served as the first head of the EU Partnership Mission in the Republic of Moldova.
EUPM is the second civilian mission under the OPAO in Armenia. It is distinct from the EU Mission to Armenia (EUMA), established in 2023, which monitors and reports on the situation on the ground, as well as promotes confidence-building and human security in conflict zones.
Earlier, EU Chief Diplomat Kaja Kallas announced the allocation of 15 million euros to Armenia to "counter Russian propaganda." On March 4, Russian Foreign Ministry spokesperson Maria Zakharova expressed Russia's readiness to send a similar European mission to Armenia if requested by Yerevan.
