


ArmInfo. The Regional Center for Democracy and Security has published its final report on hate speech targeting forcibly displaced persons from Nagorno-Karabakh during and after Armenia's 2026 parliamentary elections.
In a post on its Facebook post, the Center notes that the report examines how, despite fewer incidents involving senior public officials compared to May, pro-government social media users continued spreading narratives that dehumanize refugees, promote false anti-Karabakh narratives, and portray Karabakh Armenians as a collective threat.
The report analyzes cases involving calls to view Karabakh Armenians as an "enemy" group, collective blame narratives, and degrading language targeting refugees. It also documents RCDS's earlier submission to law enforcement regarding hate speech by Roman Baghdasaryan, including the lengthy process of receiving a refusal to initiate criminal proceedings after repeated inquiries to the Investigative Committee. The report argues that the lack of effective accountability for such cases contributes to a culture of impunity and enables the further normalization of discrimination and hostility toward Nagorno-Karabakh refugees.
It should be noted that the elections in Armenia were held on June 7 and were marked by widespread government violations, falsifications, and pressure on the opposition.
